Project Management Office (PMO) Director

Location: 123 Rober S. Kerr Avenue, Oklahoma City, Ok 73102

Salary: Up to $115,000.00 to $130,000.00 based on education and experience.

Full Time /Part Time: Full Time

Work Schedule: Monday-Friday

Primary Hours: 8:00 am - 5:00 pm

Position Description: The Project Management Office (PMO) Director will provide oversight and direction of the PMO and projects therein. This position will establish the PMO and may supervise a team that works to ensure the deliverables of grants and other health-led initiatives are planned and implemented timely. This position advises agency leadership on resource requirements, deliverables, risks, and budgets to ensure objectives are met. This position provides oversight, management, and planning related to complex projects set to align with agency strategic goals and priorities. This position also monitors project/program to ensure deadlines are met and goals are achieved. Develop and maintain plans are established in details that assure execution and completion.

Position Responsibilities /Essential Functions

Project Management Office and Project Oversight
  • Provide daily oversight of the Project Management Office to include staff supervision, project management and stakeholder engagement
  • Lead teams to determine and define project scope and objectives
  • oversee the day-to-day activities of a project team(s) and supervise project personnel to ensure quality delivery
  • Predict resources needed to reach objectives and manage resources in an effective and efficient manner
  • Prepare budgets based on scope of work and resource requirements
  • Develop and manage a detailed project schedule and work plan
  • Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress
  • Manage contracts directly or indirectly to vendors and suppliers by assigning tasks and communicating expected deliverables
  • Monitor progress and make adjustments as needed
  • Establishes and monitors timeframes needed to complete projects according to federal, state, or agency deadlines. Manages project portfolios
  • Advises on future resource requirements, priorities for programs and activities; estimates timetables for accomplishing assigned activities; develops policies, rules, and regulations consistent with state and federal laws pertaining to the administration of programs
  • Reviews and monitors project work plans, convenes stakeholders, and ensures deliverables are completed over the course of a project; utilizes problem solving skills to mitigate risks to the project.
  • Serves as a consultant and subject matter expert in regard to project planning and design.

Stakeholder Engagement
  • Interacts with agency leadership as well as external key stakeholders, including executive level stakeholders, from the public, private, and nonprofit sectors in Oklahoma
  • Coordinates with state and federal entities as necessary to ensure adherence to laws and policy
  • Facilitates project team, stakeholder, and planning meetings
  • Reviews policy team tracking documents to assist with the implementation of new or modifications to laws and rules

Supervisory
  • Provides supervision or direction to assigned staff in accordance with agency policies and goals.
  • Provides administrative oversight to subordinate employees (e.g., compliance with agency procedures, verification of time).
  • Provides supervision and guidance of job duties to ensure work is performed efficiently
  • Operates routinely with various levels of agency staff in an indirect authority relationship.
  • Ensures project plans and implementation strategies align with agency and state goals;
  • Ensures communication and stakeholder engagement activities are performed adequately or elevates concerns if not on track
  • Assists in removing barriers associated with meeting deadlines or implementing projects.
  • Develops improvement plans and/or career development plans to assist employees in increasing skills and knowledge

Resource Alignment
  • Assist with grant administration via the objectives and deliverable are planned in compliance with state, federal and agency laws and policies
  • Provide consultation, procedural guidance, funding recommendations and performance measures to Senior Leadership and other project team members


Minimum Qualifications:

The requirements at this level consist of a bachelor’s degree in Project Management, Planning, Leadership, Public Health, Business, Community Health, Public Administration, Social Work or closely related field. Plus 10 years of experience in project management, public health, administration or business administration or related field; OR a master’s degree in Public Health, Business Administration, Project Management, Social Work, Public Administration, or closely related field and 8 years of applicable experience; OR 15 Years applicable experience. Current certification as a Project Management Professional from Project Management Institute is required.

Preferred Qualifications: Preference given to those with a Masters degree AND /OR significant supervisory experience.

Physical Demands and Work Environment: Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to stand, talk, walk, lift, and reach with hands and arms. This position requires long periods of sitting and standing and daily use of a computer and phone.

Telework: This position is Hybrid Telework after a successful onboarding period of at least 6 months and is subject to OSDH policy and supervisor’s discretion.
