Effective July 1, 2024, the salary will be $45.44-$60.90 per hour.


The City of Tustin is seeking applicants for the position of Detention Officer Supervisor. Under general direction, plans and supervises the activities of the jail facilities and oversees the administration of the facility ensuring the safety and well being of inmates and arrestees until their release. Detention Officer Supervisor is a non-sworn classification. Detention Officer Supervisor exercises first-line supervision over assigned detention personnel as well as performs the duties of a Detention Officer. Receives general supervision from a Police Support Services Manager. Exercises direct supervision over civilian personnel in the assigned unit. May exercise technical and functional supervision over a civilian unit.

SELECTION PROCESS:

Individuals who are best qualified will be invited to participate in a panel interview All candidates who pass the panel interview will earn placement on the eligible list, which may be used for current and future vacancies in the job classification.

Examples of Duties

Duties may include, but are not limited to, the following:

  • Supervises assigned staff; evaluates work, conducts performance appraisals and recommends disciplinary action; trains employees in proper jail operations and safe work practices
  • Ensures that staff and personnel abide by the rules and regulations governing the custody of persons who have been arrested or detained
  • Supervises the processing of arrestees/inmates into and out of the City jail; supervises the care and handling of processed inmates
  • Ensures that jail operations comply with minimum jail standards
  • Makes regular inspections of the facility, inmates and facilitates the recording of same in the appropriate ledgers
  • Maintains accounts of the purchases and distribution of all sundry items and food required for the proper operations of the facility
  • Maintains a daily log reflecting any unusual occurrences, damage to jail property, sick or injured inmates and any necessary repairs needed for the efficient operation of the facility
  • Maintains logs, ledgers and paperwork necessary for the processing of inmates sent to the respective courts within the time period as prescribed by law
  • Reviews and prepares citations for release from custody of inmates charged only with misdemeanor offenses
  • Transports detained persons to and from locations outside the City jail (i.e. courthouse, other jail facilities)
  • Prepares reports and correspondence
  • Monitors staff workload; prepares and monitors work schedules to provide for adequate coverage on shifts; approves leave requests and overtime schedule
  • Performs other duties as assigned


Minimum Qualifications

A combination of education, experience, and training that has provided the necessary knowledge, skills, and abilities is required for entry into the classification. A typical combination includes:

Education:

Graduation from high school, supplemented by successful completion of POST certified police support services training or college level coursework in criminal justice; and five (5) years of increasingly responsible experience performing police support services duties, including (3) years performing detention work in a jail/detention/law enforcement/prison/correctional facility; some experience in a lead or training capacity.

Licenses and/or Certificates:

Possession of a valid California Class C driver's license and an acceptable driving record. A valid California Law Enforcement Teletype Systems (CLETS) certificate is required within three (3) months of employment.

Special Requirements:

Satisfactory results from a background investigation, physical examination, and administrative screening. Required to work shifts that are typically ten (10) hours per day and which may include evenings, weekends, and holidays.

Knowledge of:
  • Applicable federal and state laws, codes, ordinances, rules and regulations regarding the detainment and care of inmates and arrestees
  • Services and activities of jail operations management
  • Physical restraint techniques
  • Principles and practices of supervision

Skill to:
  • Operate modern office equipment including computer hardware, software, and related applications
  • Operate a motor vehicle safely

Ability to:
  • Plan, organize, and monitor the work of detention personnel engaged in the detainment, care and processing of arrestees and inmates
  • Train, supervise and evaluate assigned staff
  • Enforce laws, rules and regulations in the detainment of arrestees and inmates
  • Gain compliance from and restrain individuals without causing physical harm
  • Search arrestees held in custody to identify contraband and possible dangerous items
  • Analyze problems and rationally and calmly take effective action in emergency and stressful situations
  • Effectively deal with complex and fast-paced situations on a continual basis
  • Read, comprehend, interpret and utilize instructions, manuals and other materials
  • Prepare and maintain records and reports

Physical Demands:

An employee in this class is regularly required to sit at a desk for prolonged periods of time and is required to stand and walk to and from the public counter and other work areas. The employee is expected to talk or hear, in person and by telephone; use hands to finger, handle, feel or operate standard office equipment and tele communications equipment; reach above or below shoulders with hands and arms; bend, squat, or kneel; and lift, carry, push, and pull records, documents, and office supplies, typically weighing less than 20 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus to read and operate office equipment as necessary during the course of the work assignments.

Mental Demands:

An employee in this class is regularly required to use written and oral communication skills; read and interpret statistical data, information and documents; analyze and solve problems; use math and apply mathematical reasoning and abstract statistical concepts; observe and interpret people and situations; learn and apply new information or skills; perform highly detailed work on multiple, concurrent tasks; work under intensive deadlines; and interact with staff and others encountered in the course of work.

Work Environment:

The employee typically works in office conditions and the noise level is frequently quiet or moderately quiet, at or below 85 decibels level. The employee is occasionally required to travel to the field or other work sites as well as other off-site locations for meetings and training.

FLEXIBLE BENEFIT PLAN
The City provides a specific dollar amount to each employee to use toward the purchase of individual or family health coverage, dental plans, vision coverage, additional life insurance, deferred compensation, and other optional benefits. Currently, the flexible benefit amount for Employee + 2is $1800 per month.

The City contracts through CalPERS medical program (PEMHCA) which offers multiple PPO and HMO options for health insurance providers. Employees also have the choice of Delta Dental PPO or HMO plans.

RETIREMENT
Employees will be enrolled in a defined benefit (pension) plan with the California Public Employees Retirement System (CalPERS). CalPERS determines the retirement plan in which a new employee will be enrolled based on the individual's membership status with CalPERS or a reciprocal retirement system on the individual's first day of employment with the City.

Classic CalPERS members will be enrolled in the 2% @ 60 plan, with an employee contribution of 10% (pre-tax). New CalPERS members, as defined by the Public Employees' Pension Reform Act of 2013 ("PEPRA"), will be enrolled in the 2% @ 62 plan, with an employee contribution of 6.25% (pre-tax). The City does not participate in Social Security, though participation Medicare is mandatory (1.45% employee contribution).

DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program. The City contracts with Nationwide Retirement Services.

GENERAL LEAVE
General Leave may be used for vacation and/or illness. Annual accrual amounts increase from 160 to 248 with years of service.

HOLIDAYS
The City has 13paid holidays per calendar year.

LIFE INSURANCE
Full-Time employees receive a $200,000 life insurance policy.

LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident.

UNIFORM ALLOWANCE
The City provides a uniform maintenance allowance of $250 per year for those full-time employees required to wear a City uniform.

EDUCATIONAL INCENTIVE PAY
Educational Incentive pay for unit employees as follows:
BA/BS degree - $28.85 per pay period
Masters degree - $38.46 per pay period

ALTERNATIVE WORK SCHEDULE
Employees in this bargaining unit may be assigned the 9/80, 3/12.5or 4/10 alternative work schedules.

RETIREE HEALTH INSURANCE
Employees who retire from the City of Tustin with ten (10) years of full-time service and continue enrollment in the City's health plan are eligible for reimbursement of $250 per month toward retiree health insurance costs. Employees first hired into a benefitted position with the City of Tustin prior to July 1, 2011 are eligible for this benefit after five (5) years of service.

TUITION REIMBURSEMENT
After passing the probationary period, employees may request reimbursement up to a maximum of $4000 per calendar year for tuition and related expenses when attending a community college or four year university.

EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of legal and counseling services.

MEDICARE
All newly hired employees contribute a portion of gross salary for Medicare coverage. The employee contribution to Medicare is 1.45%.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

SPECIALTY PAY
The City has specialty pay for designated positions. Examples of specialty pay include Bilingual Pay, Stand-by Pay, Call-Back Pay, and Shift Differential.
