The Department of Public Health (DPH), Environmental Health Services (EHS) Division is recruiting for a Supervising Environmental Health Specialist (SEHS) to plan, supervise, and coordinate the activities of a group of environmental specialists working under the Street Vending Education and Enforcement Program. The SEHS will provide specialist with technical support in the inspection and enforcement of laws and regulations pertaining to food protection program.

STREET VENDING EDUCATION AND ENFORCEMENT
Street Vending Education and Enforcement coordinates with the community as well as city and county code enforcement agencies to ensure that street food vendors are in compliance with state and local laws, regulations and ordinances.

Key responsibilities for this position include:
  • Instruct staff in uniform methods of inspection, enforcement and education procedures related to non-permitted street vending activities.
  • Supervise, train, assign and evaluate the work of subordinate professionals.
  • Enforce provisions of the California Retail Food Code (CalCode) related to mobile food facilities, temporary food facilities and compact mobile food operations as well as other related and applicable sections of CalCode.
  • Assist incorporated cities with issues facing non-permitted street vendors within their respective jurisdiction.

*Salary increases contingent upon Property Related Revenue and/or statewide Realignment Sales Tax Collections performance.

CONDITIONS OF EMPLOYMENT

Work Schedule: Incumbent hired into this positions will be required to work evenings, weekends, and on-call. 4-10 work schedule may be permitted.

Physical: May be required to bend, stoop, kneel, crawl, or hike, when necessary, during the investigation process.

Travel/License: Travel throughout the county is required to attend meetings and perform field duties as necessary. Employees will be required to make provision for transportation and may be required to use personal vehicles (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.
Pre-Employment Process: Prior to appointment, applicants must pass a background investigation which includes verification of employment history and education, fingerprinting, physical exam, and drug screening.

Minimum Requirements

Applicants must meet both of the following certification and experience requirements:

Certification: Possess and maintain a valid certificate of registration as a Registered Environmental Health Specialist (REHS) issued by the State of California Department of Public Health (CDPH).

-AND-

Experience: Two and one half (2.5) years of full time equivalent experience as a journey-level REHS, which must include one (1) year in a lead or supervisory capacity* as an REHS. (NOTE: The lead/supervisory experience may run concurrently with the journey-level REHS experience. Experience as a Trainee is not considered qualifying, and should be clearly separated from journey-level REHS experience on the Application and Supplemental Questionnaire.)

*Substitution Note : A Master's degree (or higher) in Business/Public Administration and/or Management, -or- completion of the San Bernardino County Management Leadership Academy may substitute for up to six (6) months of the required one (1) year of lead or supervisory experience.
