Role Value Proposition

The City of Atlanta’s Department of Human Resources (“DHR”) is seeking a hardworking and skilled HR professional who is highly experienced in Family Medical Leave Act (“FMLA”) leave administration to the Compliance and Regulation team.

The Medical Analyst will:

• Provide overall direction and support to ensure the goals of the City are being met;

• Develop and train City employees on all aspects of medical leave management;

• Serve as the primary subject matter expert and the central point of contact for all medical leave requests (focusing on Family and Medical Leave) and escalations;

• Monitor daily activities of requests to ensure desired productivity and service goals are met;

• Effectively interact with all City employees and possess excellent interpersonal, written and verbal communication skills.

In addition to the duties listed above, this role:

• Manages the leave administration process from the employee’s initial notice of the need for leave to the return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA qualifying, requesting medical certification as needed, and accounting for intermittent and reduced schedule leave use.

• Advises managers and employees on the interaction of the various leave entitlements and the FMLA;

• Ensure any return to work restrictions are communicated to departments prior to employees medical leave return.

• Work with Human Resources Business Partners to identify and ensure compliance of city-wide lactation rooms

• Conduct city-wide training on Office of Medical Leave functions

• Interprets, administers and ensures compliance with federal and state laws and regulations, human resources policies and procedures;

• Proposes, formulates and implements policies and operational procedures, including changes that streamline human resources systems and take advantage of technology;

• Communicates with department HR partners and other stakeholders to ensure cooperative relationships;

• Analyzes and resolves problem situations and takes or recommends appropriate action;

• Performs related duties as required.

KNOWLEDGE SKILL AND ABILITIES

• A thorough knowledge of FMLA and ADA regulations

• Considerable knowledge of: human resources management and relevant state and federal laws, regulations, policies and procedures;

• Demonstrated interpersonal skills, oral and written communication skills and conflict resolution skills;

• An ability to communicate with the departments to honor FMLA time while with operational impact in mind;

• Ability to implement solutions to organizational problems.

MINIMUM QUALIFICATIONS

GENERAL:

• Five (5) years of professional experience in Human Resources.

• An undergraduate degree or higher in business administration, human resources management, public administration or closely related field;

PREFERRED QUALIFICATIONS

• An undergraduate degree or higher in business administration, human resources management, public administration or closely related field;

• 3 plus years progressive experience in leave management focusing on FMLA or leave management;

• Proven success for working with all types of individuals in a high-paced environment

• Developing and maintaining partnerships with various stakeholders;

• Providing training
