Job Description

This position maintains the condition of County facilities, parks, boat landings and perimeter grounds by providing maintenance and repairs to the building, systems, and equipment in order to maintain safe and comfortable conditions.

Examples of Duties / Knowledge & Skills

Installs, adjusts, maintains, trouble shoots, tests, calibrates, and repairs components, some of which include: building control systems (BCS), energy management control system, central monitoring stations, control programming, control panels, heat pumps, actuators, pneumatic and DDC sensors, damper and motors, IT cable, pressure reducing valves, supply and exhaust ventilation measurements, compressors, humidification equipment, heating plant alarm systems, pumps, filters, security systems, fire alarm systems along with other HVAC machinery, plant and utility systems. Maintains elevators and perform shut-off and emergency functions. Maintains and operates boilers and identify potential problems using safety features and proper shut-down procedures. Repair and maintain electrical (no volts) switches, outlets, light fixtures, circuit breakers, distribution panels; and plumbing flushometers, valves and similar devices. 3. Performs planned and preventative maintenance on all assigned equipment and other apparatus as requested to include structural maintenance and building repair to roofs, walls, ceilings, windows, doors, etc.
4. Responds to emergency situations concerning malfunctioning building equipment; analyzes situation and takes appropriate action.
5. Performs exterior grounds work, including lawn mowing/trimming, lawn maintenance and snow/ice removal in parking lots, side walks, etc. . Inspects, identifies, lists and reports maintenance and/or repair needs to include but not limited to equipment, buildings, and other structural improvements. Determines quantities and potential work time for proposed upgrades, installations, repairs and projects and collects project estimates as requested.
6. Ensures all work is done according to standard practices, design specifications, and County and local building codes.
7. Ensures proper care and maintenance of tools, equipment, and assigned vehicle.
8. Ensures all activities are carried out in a safe manner; adheres to all County safety regulations; ensures all regulations pertaining to the safe use of equipment are understood and followed.
9. Reports all accidents to the appropriate authority. Follows all policies for reporting.
10. Provides backup assistance to other department personnel as needed.
11. Maintains appropriate records including complete equipment repair history, work orders, daily job card, vehicle records, test reports, and other related data.
12. Provide written reports on any inspections and/or tests and makes recommendations to improve performance.
13. Determines material inventory. Locates replacement parts and suppliers. Initiates ordering of supplies and replacement parts within assigned parameters.
14. Provides system/equipment recommendations to the Director. Determines quantities and potential work time for proposed upgrades, installations, repairs and projects and collects project estimates as requested.
15. Serves as liaison with other consultants, contractors, inspectors, suppliers, and other departments on maintenance and project work. Ensures completion of assigned work.
16. Maintain clean and orderly conditions in all working areas, including shop, monitoring station, vehicle and other sites.
17. Provide recommendations to the Director on annual budgets; forecast necessary funding for staff, equipment, material, and capital improvement plans.
18. Provides backup assistance to other department personnel as needed.
19. Other duties as assigned.
County Campground Parks/Boat Landing Duties:
Provides day-to-day direction and guidance to seasonal staff assigned to the property. Train, assist, coach and mentor team members to improve their knowledge, skills, and abilities. Assigns tasks and reviews work or seasonal Parks Caretakers. Provides recommendations regarding employee hiring, promotions, disciplinary action, and discharge to the Director. Cleans and maintains bathrooms using proper chemicals and sanitary standards. Remove trash from assigned areas. Performs painting, woodworking and light carpentry. Performs start-up on well pumps and pressure tanks. Ensures related parks supplies are ordered and stocked. Coordinates forestry work projects with the County Forester and DNR office staff. Constructs and maintains access roads to County property. Constructs and installs gates on county trails and assists in recreational trail development. Maintains boat landings and parking areas.

Minimum qualifications & Requirements

  • Associates Degree in construction, maintenance, industrial instrumentation, refrigeration, air conditioning, mechanical technology, electrical technology, building technician, or related technical trade.
  • Minimum of five (5) years’ experience in facilities maintenance, or other related skilled trade experience which much include building controls and maintenance of heating ventilation and air conditioning systems.


Supplemental information

  • Knowledge of mechanical systems, pneumatic and electronic control systems, air flow measurement, air and hydronic balancing, indoor air quality and thermal comfort guidelines, heating, ventilation, air conditioning and applicable building codes.
  • Ability to read and interpret HVAC drawings, control schematics, blueprints, electrical code specifications, and diagrams for installation and repair of building control systems and HVAC equipment.
  • Knowledge of applicable regulatory, building and trades guidelines and codes.
  • Ability to work with building automated systems.
  • Ability to use various electrical test equipment such as ammeter, voltmeters, and balommeter, temperature and humidity measurement equipment, etc.
  • Knowledge of the operation, care, and repair of maintenance equipment and tools.
  • Working knowledge of occupational hazards (OSHA) and safe work practices.
  • Knowledge of the policies and procedures of the County.
  • Ability to operate, maintain and develop park properties and their facilities.
  • Ability to perform manual labor and general maintenance and repair work.
  • Knowledge of county road systems, plat books, county maps, public lands and accesses.
  • Knowledge of boilers, chemicals, electrical systems, plumbing and elevator operations.
  • Ability to take control of situations, dictating subordinate activities in a responsible manner.
  • Ability to make employment recommendations.
  • Ability to assign work, plan work, establish priorities, instruct and train.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Knowledge of computer software including word processing, spreadsheet and database applications consistent for this position.
  • Ability to perform mathematical calculations required of this position.

Barron County pays 87% of the total health insurance premiums for regular full-time employees. Health insurance takes effect the 1st of the month following 30 days of employment.

Benefits are pro-rated for regular employees working less than 40 hours per week. Regular positions working less than 30 hours per week are not eligible for benefits.
