The part time Confidential Assistant II performs a variety of functions for members and retirement staff. This position will have flexibility with days and hours and is allocated only to the Stanislaus County Employees Retirement Association (StanCERA). Under general supervision incumbents are designated as “confidential employees” and process confidential personnel, retirement, medical, and legal documents. Incumbents are responsible for performing retirement benefits administration work involving processing incoming mail and assigning work to StanCERA's Pension database, answer phone calls regarding retirement, handling retirement related documents ensuring records comply with regulations, policies and procedures, and other duties as assigned.
THE DEPARTMENT

The Stanislaus County Employees' Retirement Association was formed in 1948 and provides retirement, death and disability benefits for over 9,000 members. The Association operates under the 1937 Act Code, the California Constitution and is governed by a nine-member Board of Retirement. The Board of Retirement is responsible for all policy decisions, while internal staff handles the day-to-day administrative functions. Currently, StanCERA has a staff of 14, including both full and part-time employees.

Unless otherwise provided, this position is part of the Unclassified Service of the County and considered “at will” for labor relations purposes. The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits.

Part-time extra-help is a provisional classification where permanent status may not be obtained. This position is subject to overtime, standby, shift, and callback assignments and will perform related duties as assigned. This position is non-benefited except for participation in a 401a program with Nationwide.

Typical Tasks

  • Handle confidential retirement documents and correspondence
  • Process the scanning and imaging of all mail received in the office
  • Answer phones
  • Work with minimal direction
  • Maintain interdepartmental relations
  • Serve as professional interface with other County Departments and the public
  • Interpret and disseminate instructions, department rules, policies and procedures
  • Perform other duties as assigned


Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

KNOWLEDGE
  • Administrative - Knowledge of administrative and office procedures and systems such as word processing, managing files and records, designing forms, and workplace terminology
  • Standard Office Machines-Telephone, copier, printer, personal computers, adding machine
  • Software programs- Microsoft Office and Adobe Professional
  • Timekeeping Software- PeopleSoft or other timekeeping programs
  • English Language- Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar
  • Payroll Processes- Knowledge of steps involved in payroll cycle, timecard auditing, processing adjustments
  • Customer and Personal Service - Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

EDUCATION/EXPERIENCE

PATTERN I
  • Equivalent of two (2) years of full-time journey level clerical experience.

PATTERN II
  • Forty-eight (48) semester units in Business Administration, English, or a closely related field.

EXAMINATION PROCESS

Oral Examination: Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.

Eligible Lists: Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.
