There are currently two vacancies for Planner and Evaluator - Level B in Contra Costa Health, in the Public Health Division and the Contra Costa Health Plan. However, this classification is used throughout the County in various departments. In this position, the incumbent will conduct in-depth analyses of department programs and systems, and present findings and, or recommendations. They play a vital role in maintaining and monitoring program quality.

  • Extracting and compiling data from databases using query language
  • Identifying and developing data report requests to the Business Intelligence group as well as participating in user acceptance testing of data requested
  • Creating reports and presentations on collected data, interpreting the data, and drawing conclusions
  • Collaborating with bureau leadership, program contacts, and Information Technology on data collection and analysis activities
  • Developing forms and surveys and selecting the statistical method for displaying the results
  • Representing the organization in committee and community groups engaged in program-related issues

The eligible list established from this recruitment may remain in effect for six months.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

License Required: Candidates must possess a valid California motor vehicle operator’s license. Out of state valid motor vehicle operator’s license will be accepted during the application process.

Education: Possession of a Bachelor's degree from an accredited college or university with a major in social science/policy, behavioral science, public health, criminal justice, mathematics, business intelligence, information sciences, or a closely related field.

Experience: Two (2) years of full-time (or its equivalent) experience performing program planning or evaluation work in a non-profit, government agency, or private sector.

Substitution for required academic major: One (1) year of additional full-time (or its equivalent) experience performing program planning or evaluation work in a non-profit, government agency, or private sector may be substituted for the required academic major.

Substitution for experience: Possession of a Master's degree from an accredited college or university with a major in social science/policy, behavioral science, public health, criminal justice, mathematics, business intelligence, information sciences, or a closely related human services field may be substituted for one (1) year of the required experience.

Selection Process

Application Filing and Evaluation: All applicants must apply online at www.cccounty.us/hr and submit the information as indicated on the job announcement and supplemental questionnaire by the final filing date. Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination. Online Oral and Written Assessment: Candidates who possess the minimum qualifications will be invited to participate in an online video interview and writing assessment. The assessment will measure candidates' competencies as they relate to the Planner and Evaluator Level B classification. These may include but are not limited to Attention to Detail, Writing, Critical Thinking, Oral Communication, Adaptability, Analyzing and Interpreting Data, Innovative Problem Solving, and Professional and Technical Expertise. (Weighted 100%)Final Selection Interviews: These will be scheduled by the department once the eligible list is established.
The Online Assessment is tentatively scheduled to take place via computer (remotely) in the second week of May 2024.

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
