Mohave County Economic Development Office is currently recruiting for the position of Economic Development Specialist located in Kingman, AZ.

Administration Specialist Range 15, Step 1-18: $22.58 - $37.35

Economic Development Specialist Range 20, Step 1-18: $28.83 - $47.65

This position is responsible to create, manage, and administer Economic Development projects, programs, and initiatives that implement the Economic Development plans and goals of the County. Main duties will include but are not limited to establishing and implementation of a County wide Economic Development business retention and expansion program, research, response to Request for Information (RIF) from State and potential companies, grant research, marketing, and growing Mohave County Regional Tourism. Ideal incumbent will be able to build relationships quickly within the County with Arizona@Work, local higher education, Chambers, Small Business Development Center, Realtors, Banks, etc.

REPORTS TO
Work is performed under the direction of the Economic Development Director, with considerable latitude for independent discretion and judgement in the administration of department goals and objectives.

SUPERVISION EXERCISED
As assigned, may exercise technical, functional or direct supervision of subordinates.

Essential Job Functions

  • Performs Economic Development planning, research, and marketing efforts to attract new industries and businesses to the County.
  • Initiate, develop, manage and maintain programs that encourage retention and expansion of existing businesses.
  • Responsible for developing and recommending to the Director long and short term strategies related to economic and community development for the marketing, recruitment, and customer assistance to target businesses and industry clusters within the County.
  • Provides recommendations for business development initiatives by performing market analysis and valuation of potential business partners; identifies and recommends appropriate corporate recruitment and expansion solutions; develops and recommends tactics; coordinates with both external and internal stakeholders to bring projects to fruition.
  • Identifies, evaluates and recommends business/partnership opportunities both internally and externally; interfaces with other County departments as necessary to facilitate partnering solutions for external businesses and local government entities in order to support local businesses and recruit industry clusters to the area.
  • Promotes innovation and entrepreneurial growth through support of business incubators and support centers, educational institutions and entrepreneurship and business mentoring programs.
  • Responds as required to external and internal referrals and requests for information regarding County services and programs.
  • Recommends strategic external and internal partnerships to provide support to targeted businesses and industry clusters.
  • Collaborate with economic development staff and other departments to research, apply for and administer grant opportunities.
  • Work with Director in establishing process, procedures, and programs with applicable long and short range goals.
  • Provide excellent customer service.
  • Plan, organize, market, and conduct Mohave County Regional Tourism meetings.
  • Create and maintain economic development databases.
  • Create and present presentations to local, regional and state stakeholders.
  • Assist with the department’s website maintenance, print and social media marketing and advertising programs.
  • Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures.

Minimum Qualifications

  • Bachelor’s degree in Business or Public Administration, Planning, Marketing, Economic, or related field.
  • Five (5) years of increasingly responsible work experience in any combination of economic development, business consulting, financing, marketing, real estate, or tourism planning. Work with companies within a rural environment is highly desirable.
  • Arizona Association of Economic Development (AAED) AZED Pro or ability to obtain certification within two (2) years of hire.
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

SPECIAL JOB REQUIREMENT
  • Must possess a valid driver’s license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
  • Provide acceptable driving history at no cost to the County.

Knowledge of:
  • Economic development principles, practices and procedures.
  • Considerable knowledge of standard practices in the fields of local government, private business development, marketing, management, budgeting and accounting.
  • Strong website maintenance, social media and networking.
  • Making professional public presentations.

Skill in:
  • Operation of computer and utilize appropriate software including Microsoft Office Professional Suite including Word, Excel, PowerPoint, Publisher, and Outlook, and ability to learn quickly internal software programs.
  • Effectively function within a sometimes sensitive political environment.
  • Knowledge of working within a government agency.

Ability to:
  • Work well under pressure in a fast-paced environment.
  • Communicate effectively and professionally both verbally and in writing.
  • Work independently, organize and execute assignments within minimum supervision, but with accountability to superiors and associates.
  • Conduct research, analyze data, prepare and maintain reports and distribute information.
  • Establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse culture and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.
  • Work on several assignments simultaneously and adjust priorities as needed.
