DEFINITION:
Develops, implements and conducts staff development training programs for Public Health staff responsible for processing a variety of governmental medical assistance applications and other follow-up activities related to the training program of the Department of Public Health.

CLASSIFICATION STANDARDS:
Positions allocated to this class report to a higher-level supervisor or manager and are responsible for training Public Health staff in the methods, policies and procedures for processing governmental medical assistance applications and programs (e.g., Medi-Cal, Los Angeles County Reduced Cost Health Care Programs, etc.) or patient access work (e.g., financial screening, authorizations, scheduling and registration).

Positions are distinguished from other staff development positions in the County by their responsibility for formulating a comprehensive training program to simplify complex health care program information and insurance options in order to equip staff in addressing various patient issues. The focus of the training program is to instruct staff members on (1) methods of assisting patients in utilizing all health benefits, governmental and private, available to meet medical costs or (2) patient access policies, procedures, workflows and job aids.

Essential Job Functions

  • Conducts needs assessments to identify educational courses or activities and improve employee work productivity. Develops training plans to meet identified needs for Patient Access or Patient Financial Services staff and other staff involved in governmental medical assistance applications and patient access programs.
  • Develops training programs for public health staff, including medical care programs administered in the various units of the department, staff's role in meeting the objectives of these programs, and interviewing skills for interacting with patients and their families.
  • Develops and conducts training programs for new public health staff assigned to financial screening and patient access tasks.
  • Develops, implements, reviews, revises, and maintains training programs designed to inform and update departmental managers and staff with the most up-to-date health care program information to enforce and support their knowledge of eligibility requirements and procedures and improve their work skills.
  • Develops and utilizes evaluation studies and measurement tools to aid in assessing the effectiveness and modification of training programs, and in improving their quality in determining additional training needs.
  • Identifies, organizes and refines subject matter to be taught in training programs to assure maximum effectiveness.
  • Participates in administrative studies, audits or research projects as assigned.


Requirements

SELECTION REQUIREMENTS:
A Bachelor's degree* from an accredited college or university - AND - One (1) year of experience in a staff capacity** with responsibility for conducting training regarding public health programs.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
2 - Light - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Work includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; and, programs and procedures for accomplishing work objectives. Work under general supervision of the line or division manager.

EXAMINATION CONTENT:
This examination will consist of an evaluation of education and experience based upon application information, desirable qualifications and supplemental questionnaire at the time of filing weighted 100% .

Applicants must meet the requirements described above at the time of filing and achieve a passing score of 70% or higher on the examination in order to be added to the Eligible Register.

Passing this examination and being added to the Eligible Register does not guarantee an offer of employment.

ELIGIBILITY INFORMATION:

The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS .
