The Job

The Workforce Development Department is recruiting for a Workforce Development Manager who is responsible for overseeing a regional district office and coordinating the delivery of employment and training services offered at America's Job Center of California under the Workforce Innovation and Opportunity Act (WIOA). Responsibility includes overseeing the daily operations of the office, including co-located staff from partner agencies; organizing and supervising staff through subordinate supervisors; acting as site coordinator, including facility maintenance; managing the office budget; and representing the Department through participation on various boards, commissions, and meetings. The Workforce Development Manager participates in interagency collaboration, actively engaging with America's Job Center of California (AJCC) partners; attends conferences, and makes presentations to community members.

Offices are currently located in San Bernardino, Rancho Cucamonga, and Victorville. Positions of Workforce Development Manager may be rotated among the office locations to meet departmental needs.

CONDITIONS OF EMPLOYMENT

Background Check: Applicant must successfully pass a background check prior to appointment.
Travel: Travel throughout the County may be required. A valid California Class C driver license is required at time of appointment; employees in this class may be required to use personal vehicles and show proof of automobile liability insurance.
Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

Minimum Requirements

EDUCATION: Associate's degree (or equivalent) in business/public administration, behavioral/social science, or other relevant field.
-- AND --
EXPERIENCE: Three (3) years experience in a federally-funded employment program (i.e., Workforce Innovation and Opportunity Act (WIOA), Workforce Investment Act (WIA) or equivalent), CalWORKS employment Services, Regional Occupational Program (ROP), Job Corps, Department of Rehabiitation (DOR), Wagner-Peyser Act, Department of Labor Welfare to Work program or related federally funded workforce program; AND one (1) year of full-scope supervision.

Substitution: One (1) additional year of non-supervisory experience (as noted above) may be substituted for the degree requirement, with possession of 30 semester (45 quarter) units of completed college coursework (as noted above); coursework may include completion of the Management Leadership Academy (MLA) program in the County of San Bernardino on the basis of 4 quarter units of credit per MLA track completed. Coursework MUST be submitted with the application.

Desired Qualifications

The ideal candidate will possess a bachelor's degree and extensive experience as a supervisor in Workforce Innovation and Opportunity Act (WIOA) programs. This candidate will possess excellent communication and management skills, as well as demonstrated leadership and problem-solving skills.
