Salary: $3,101 - $3,304 semi-monthly *Salary may be based on education and/or experience

Job Location: This position is with the Missouri Department of Natural Resources, Division of Environmental Quality, Waste Management Program, and will be located at 1730 E. Elm Street, Jefferson City, MO.

You'll work with a diverse group of staff and stakeholders to make sure the businesses and entities that treat, store, or dispose of solid and hazardous waste in Missouri, are performing these tasks in a manner that is safe for all Missouri residents and visitors.

What you'll do:
  • This is an independent and advanced professional engineering position responsible for RCRA permitting.
  • Provide supervision and technical leadership to three Assistant/Associate Engineers and one Environmental Program Specialist, who review construction permit applications for municipal, utility waste landfills, and solid waste processing facilities.
  • Review the team's engineering documents, including approval letters, comments and associated work related to engineering reports, detailed plans and specifications, and other submittals for solid waste facilities to ensure compliance with standard engineering practices, regulatory requirements, and protection of public health and the environment.
  • Coordinate closely with the Attorney General's Office and Department colleagues, including Compliance and Enforcement team members and Regional Office team members, regarding the status of permitted facilities, as well as creating or maintaining policies and procedures for that coordination.
  • Provide technical assistance and guidance to the engineering team, regulated facilities, public citizens, engineering consultants, legislators, and others regarding laws, regulations, and engineering requirements through in-person or online meetings, written communications, and presentations.
  • Participate in training and technical conferences to remain current on supervisory role, engineering practices, and innovative treatment technologies, and effectively communicate this information to other Department engineers and engineering consultants.
  • Develop and maintain an extensive working knowledge of federal, state and local regulations, technical principles and/or practices applicable to assigned projects and area of expertise, including the permitting process and the sampling and analysis of environmental media, groundwater monitoring programs at solid and hazardous waste management facilities, and fate and transport of contaminants in the environment.
  • Statewide travel for periods up to one week may be required.
All you need for success:

Minimum Qualifications
  • A Bachelor's degree in an engineering discipline from an ABET accredited program, and 6 or more years of engineering experience
  • Registration as a Professional Engineer in the State of Missouri
  • Ability to operate a motor vehicle and maintain a valid vehicle operator's license
Preferred Qualifications
  • Work 8:00 a.m. - 5:00 p.m. schedule, with occasional overtime required.
  • Ability to communicate clearly and professionally, both verbally and with written correspondence.
  • Ability to provide direction to engineering professionals within the team, as well as, outside as needed.
  • Ability to maintain effective working relationships with others in a positive manner.
  • Ability to effectively prioritize work assignments and manage multiple tasks with varying timelines.
  • Ability to understand and interpret technical engineering information, analyze issues, and provide alternative solutions.
  • Exercise good judgement by making timely and effective decisions with available information/knowledge and within the position's authority.
  • Ability to provide testimony and expert advice.
  • Use of Microsoft Office, AutoCAD, GIS software, project management tools such as Trello, and general knowledge of office equipment.
  • Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
