This position serves as the Manager of the Charleston County Public Works Department Asset Management Program. This leadership role within the Department will manage a team that use a variety of industry leading software programs and data collection methods to maintain a variety of the Department's assets efficiently and effectively. This includes maintaining a GIS-based asset database, overseeing the collection of field data, developing technical initiatives, oversee the Departments work management system Cartegraph, using software modeling to assist with the development of maintenance plans, and working with other divisions within the Department to develop asset management directives and process improvements. Charleston County's assets include bridges, roads, open and closed drainage systems, signs, parking lots, and sidewalks. The work is performed under the direction of the Technical Programs Manager, but extensive leeway is granted for the exercise of independent judgment and initiative.

HIRING SALARY RANGE: $85,508 to $105,601 (Estimated Annual Salary)

Duties and Responsibilities

Primary Responsibilities:

  • Utilizes GIS and supplemental data to analyze current asset/system conditions, hot spot analyses, proximity and buffer analyses, predictive analyses, trend analyses, and more.
  • Utilizes combination of GIS and asset management software to provide accurate data, analyses, and products for mandatory reporting requirements for both internal and external agency requirements.
  • Ensures that assets are properly inspected on a routine basis to maintain an accurate database of asset conditions.
  • Analyzes the condition of County assets using asset management and modeling software and develops plans to keep asset network to the highest level possible
  • Develop pilot projects using new products and innovations to help more efficiently and effectively to support Public Works
  • Assists with Public Works documentation and legal processes, such as easement acquisition.
  • Conducts independent research and analyses for Public Works initiatives.
  • Supervises, assists with, and advises on the development of the Public Works drone program.
  • Draft specifications for new products and/or maintenance procedures.
  • Manage available funding and budget for Asset Management Department
  • Ensures the asset management software system is properly maintained, and the team is responsive to the needs of the Department including monthly reports and support for field operations.
  • Ensures the construction material and warehouse inventory is properly and accurately maintained to support Public Works Field Operations.
  • Responds to questions, comments, and requests from employees, elected and appointed officials, and citizens in a courteous, timely manner.
  • Attends meetings, conferences, workshops, training sessions, and reviews materials to become and remain current on the principles, practices, and new developments in asset management and GIS.
  • May be designated to report to work during hazardous weather or emergency conditions.


Minimum Qualifications

  • Bachelors or Masters of Science Degree in Civil Engineering, Environmental Science, Urban Planning, or other related field; and ten (10) or more years of progressively applicable experience OR any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.


Knowledge, Skills and Abilities

  • Ability to establish and maintain working relationships with assigned supervisors, other County personnel, architects, contractors, engineers, and the public.
  • Experience and/or ability to supervise, train, and evaluate the work of a team of up to 10 employees.
  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
  • Ability to exercise tact, discretion, and sound judgment in addressing sensitive or confidential matters.
  • Skilled in making public presentations before large and small groups.
  • Experience with the use of asset management databases such as Cartegraph/CityWorks/Beehive etc., or ability to quickly learn the software.
  • Proficiency in ArcGIS Pro, ArcGIS Online (Dashboards, Web Apps, Experience Builder, etc.), and Survey123
  • Experience with developing asset management plans and managing maintenance/construction projects to maintain or improve public assets.
