Job Description

Our Utility Systems Analyst (Programming) performs a wide variety of process analysis, configuring, integration development, testing, scripting, and operational support for the City’s Water and Power department. This is a technical position requiring the ability to integrate and automate complex systems and processes for the organization. This position will project manage multiple information processes and will require consultation with management and other stakeholders to determine system needs and business goals. The Utility Systems Analyst also supports automation between many business systems throughout Water & Power and assists with system configuration, implementation, upgrades, user training, and security.

The salary range for this position is $90,000 to $110,758 annually, with a hiring range of $90,000 to $96,400 annually, depending on qualifications and experience.

The Utility Application Services (UAS) team is seeking a collaborative, team orientated, self-motivated individual to join our team. Essential Functions
  • Design, develop, configure, test, implement, and oversee technology applications, systems, database management, and interfaces.
  • Identify and have ability to familiarize with business processes throughout Water and Power.
  • Recognize holes in workflows and methods for improvement.
  • Identify areas for potential automation to increase efficiencies throughout the department.
  • Recommend changes to existing applications, identifies impacted interfaces, and works with the technical team to implement and test the changes.
  • Writes and maintains data report programs based on the needs of internal customers.
  • Designs, develops a variety of applications, procedures, reports, scripts, and/or interfaces.
  • Maintains a variety of records and/or documentation for assigned area of responsibility.
  • Develops scope of work for new programs, modifications and/or enhancements to existing applications.
  • Design, develop, configure, manage, test, and implements these additions and changes. These tasks are all based on system requirements and departmental needs and are done with a modest set of established guidelines.
  • Use programming and scripting languages to automate redundant workflows.
  • Oversee program implementation, coordinates tests and monitors initiation of new systems and existing system updates to validate performance.
  • Support system integrations and communications between department and city software programs.
  • Conduct research and develops new technologies within budget constraints.
  • Work with product owners to identify and address challenges within the software or workflows.
  • Work directly with Water and Power staff - analyzes present system capability, provides quick response problem resolution, determines need/feasibility of developing new system features; reviews the quality of, and implementation of, new system features.

Other Job Functions
  • Assist department staff with various water, wastewater, electric and municipal broadband utility activities.
  • Performs other duties as assigned.

Qualifications

Education: 4 Year / Bachelors Degree in Computer Science, Geography or a related field. An equivalent combination of education and/or experience may substitute for education requirements on a year-for-year basis.

Experience
  • Required: 3 years of progressive working experience in business process and system automation.
  • Preferred: 2 years of working in a water, electric or communications utility environment.

Certifications: Must possess a valid Driver’s License.

Knowledge, Skills, and Abilities
  • In-depth knowledge of general and specialized computer software solutions (including Microsoft Suite, GIS, Cityworks, Schneider Suite, web applications and customer facing software, billing and finance software) and proven technologies that can meet the business needs of Water and Power customers.
  • Proven understanding of programming/scripting languages.
  • Ability to streamline workflows and business processes.
  • Strong written and oral communication skills, problem solving, analytical, and organizational skills.
  • Knowledge of principles and practices of program, policy development, and administration of water, electric or communications utilities.
  • Understanding of the interworking’s at a multiple utility department. Recognize the similarities and differences between the disciplines.
  • Ability to reason, communicate, and work influentially with customer departments, vendors, and management.
  • Demonstrable skills in strategic thinking, research, and working with complex, interrelated systems issues.

Physical Demands

Frequent: Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.

Working Environment

Frequent: Exposure to routine office noise and equipment.
Occasional:
Exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
