Job Summary

The Mohave County Public Works Department - Engineering Division, is currently recruiting for an Civil Engineer-Registered in Kingman, Arizona.

Performs journey level professional civil engineering work involved in the planning, designing, constructing, and maintaining of roads, drainage, subdivisions, improvement districts, buildings, utilities, flood control, or other public works projects.

REPORTS TO

Work is performed under direction of a higher level authority.

SUPERVISION EXERCISED

Exercises technical supervision of subordinates and may exercise functional supervision of subordinates as required.

Essential Job Functions

As assigned to Public Works/Engineering:
  • Prepares designs and traffic and highway engineering plans in accordance with general engineering principles and practices satisfying Mohave County adopted engineering standards; performs complex engineering analyses and calculations; designs, prepares drawings, specifications, bidding documents, contracts, and cost estimates for road projects; coordinates design and construction surveying.
  • Provides design data for and performs analysis using engineering applications including but not limited to Computer-Aided Drafting, pavement management, traffic demand and road capacity, highway performance monitoring, road infrastructure and traffic control device asset databases, spreadsheets, and Geographic Information Systems (GIS).
  • Assists with engineering division review of residential subdivision and commercial project plans and construction drawings during subdivision or site plan review process; ensures compliance with codes and standards.
  • Conducts traffic engineering studies to support compliance with adopted standards; conducts traffic engineering studies to support traffic safety improvement planning and projects.
  • Performs pavement designs and evaluates pavement existing conditions; makes engineering recommendations on pavement preservation strategies, priorities, and project programming.
  • Provides technical assistance and consults with other departments and outside agencies regarding engineering functions, site development, and transportation.
  • Prepares permit applications and supporting technical documents as required by local, state, and federal jurisdictional agencies and necessary to maintain and operate road infrastructure systems inclusive of but not limited to Bureau of Land Management, United States Army Corps of Engineers, Federal Highway Administration and Arizona Department of Transportation.
  • Supports Public Works transportation and right-of-way permitting programs.
  • Answers technical questions and provides information to the public.
  • Performs related duties as required.
  • Communicates and acts in a professional manner with the public, co-workers, and work contacts.

As assigned to Public Works/Facilities:
  • Performs varied professional engineering duties to assist the Facilities Manager with planning, organizing, and directing the operations of the Facilities Maintenance and Grounds Division in building maintenance, repair and construction activities including electrical, mechanical, plumbing, utilities, carpentry, concrete, masonry, metals, painting, cement finishing, locksmithing, roofing, glazing, insulating, tile setting, carpet laying, fire suppression, automation and electronic controls, electrical power generation and custodial duties.
  • Prepares work schedules, assigns work orders, and supervises assigned personnel activities.
  • Provides technical expertise on troubleshooting, repairs, and process optimization.
  • Conducts building and grounds inspections, analysis, and planning to evaluate maintenance and improvement needs, both for immediate correction and for scheduled maintenance, repair, and replacement planning.
  • Develops facilities and custodial operation and maintenance programs for efficiency and cost savings, budgets, and supporting policies and procedures.
  • Develops, implements, and monitors preventative maintenance schedules for all County facilities to include identifying and utilizing computer scheduling and maintenance software.
  • Prepares Facilities capital improvement and replacement program and plan including short, medium, and long-range planning, cost estimating budgeting for current fiscal year and long range strategic planning.
  • Prepares operating and capital budgets.
  • Prepares plans and specifications and estimates for repair, modification, and construction of County facilities and other public infrastructure.
  • Prepares and maintains accurate records, correspondence, technical and narrative reports on operations, maintenance, and improvement work performed.
  • Prepares Request for Proposals and Invitation for Bids, analyzes, and evaluates the scope and cost of contractor and consultant submittals, interviews, recommends selection, assists in negotiating contractual agreements and prepares final contract and award recommendations for maintenance, construction and consultant services.
  • Performs contract administration for the delivery of planning, design, maintenance, and construction services by outside vendors and contractors.
  • Reviews and interprets detailed architectural, engineering plans, specifications, construction documents, shop drawings, cost estimates, contractor requests, reports and other submittals and performs critical inspections during project construction and of the completed improvement to ensure compliance with plans, specifications, contract provisions, building codes and regulations.
  • Prepares County standards and specifications.
  • Supervises staff of skilled and semi-skilled labor/trades.
  • Monitors Federal, state, county and local laws, regulations, standards, ordinances, and codes and makes recommendations and technical and procedural modifications to comply with future updates.

As assigned to Public Works/Water Systems:
  • Manages delivery of full operations and maintenance services to County owned Water Systems.
  • Plans, organizes, and coordinates assigned activities relating to the operation, maintenance and preventative maintenance, extensions, and improvement of the Water Systems.
  • Prepares plans, specifications, and estimates for public works construction projects.
  • Coordinates and manages the accounting of Water Systems funds, expenditures, and billing to include designing, implementing and monitoring accounting and tracking systems.
  • Conducts short, medium and long-range planning; analysis of cost data and operating budgets; prepares and administers annual budgets for Water Systems; maintains proper fiscal audit trails; maintains capital asset inventory; researches, prepares, coordinates, and administers grants.
  • Prepares and maintains accurate records, correspondence, technical, and narrative reports relative to a range of water system activities.
  • Organizes accounting procedures, devises forms, and prepares procedures manuals required to guide the activities of personnel who post data and keep records.
  • Monitors compliance under County water connection agreements
  • Provides information to the public, contractors, engineers, developers, and representatives of other governmental agencies; coordinates activities of contract operators.
  • Performs complex analytical work, designing, developing, and reviewing proposals, plans, shop drawings, cost estimates, contractor requests, reports and other submittals, ensuring technical competence and compliance with all current codes, regulations, standards and specifications for assigned Water Systems projects.
  • Prepares Request for Proposals and Invitation for Bids, analyzes, and evaluates the scope and cost of contractor and consultant submittals, interviews, recommends selection, assists in negotiating contractual agreements and prepares final contract and award recommendations for construction and consultant services.
  • Performs contract administration for the delivery of planning, design, and construction services.
  • Serves as project manager on assigned Water Systems maintenance, repair, and improvement projects to ensure contractor compliance with time and budget parameters for the project and for making recommendations to the Public Works Director for Water Systems projects.
  • Develops, implements, reviews and supervises water quality control, quality assurance and efficiency for safe and efficient operations of Water Systems and water production programs to ensure compliance with all federal and state requirements relating to drinking water standards; to include preparing and submitting required informational permitting and compliance reports of and for the Water Systems in compliance with reporting requirements.

Minimum Qualifications

  • A Bachelor's degree in Civil Engineering from a College or University accredited by the Accreditation Board for Engineering and Technology (ABET), Inc.
  • Current registration by the State of Arizona as a Civil Engineer or valid registration as a Civil Engineer with another state and the ability to successfully possess a State of Arizona Civil Engineer Registration within one (1) year of appointment to the position.
  • Three (3) to five (5) years progressively responsible experience in professional civil engineering work.
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

SPECIAL JOB REQUIREMENT
  • Work is subject to varying job site assignments and may be subject to call back, overtime, and irregular schedules including completion of work assignments on weekends and holidays.
  • Must possess a valid driver’s license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
  • Must provide acceptable driving history at no cost to the County.


Knowledge, Skills & Abilities

As assigned to Public Works:

Knowledge of:
  • Modern methods, principles and practices of civil engineering and construction with emphasis on flood control and drainage improvements .
  • Hydrology and hydraulics as applied to floodplain delineation, flood control projects and drainage facilities. Extensive knowledge of land and construction survey systems and computer operations including computer aided design and drafting.
  • Practical knowledge of federal, state and local regulations, codes and engineering standards pertaining to the design and construction of public works, flood control projects, construction and maintenance methods, materials and equipment.
  • Federal, state and local technical, administrative and legal requirements pertaining to floodplain management.
  • Mohave County Merit Rules, Administrative Procedures and Department Regulations.


Skill in:
  • Operating computer aided design systems and applications and related peripheral equipment.
