The purpose of the class is to develop and to manage the Employee Development Division usually including three or four major units of the Human Resource Services Department These major units include: Training and Development; Employee Relations and Diversity; Communications and Performance Management. There is a significant responsibility for assuring compliance with numerous federal regulations applicable to the assigned work areas. This class works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings. Accurate and efficient delivery and management of customer services in areas of responsibility is a critical success factor.
Position maintains a broad scope of responsibility including managing and supervision with a significant level of discretion and accountability. Coaches and counsels employees on issues ranging from problems with co-workers to problems with management. May supervise HR Supervisors.
Must maintain business acumen of all County departments and knowledge of all functions of HR and is a member of HRSD Management Team. Requires Bachelor's degree in personnel administration, business administration, or closely related field. Applicable professional human resources certification (SHRM, World at Work, HRCI CEBS or IPMA) is preferred. Requires six years of progressively responsible experience in human resources management.
