The Position Under general administrative direction, this management position is responsible for the management and oversight of the Water Engineering Section of Glendale Water & Power, as well as the direct supervision of professional staff. Additionally, this position acts as the lead manager for the Water Operations, Distribution, and Water Quality Sections in the absence of the Chief Assistant General Manager or Assistant General Manager - Water Services. Essential functions of the job include, but are not limited to, the following: Ensures Department services are provided with exceptional customer service and the highest level of ethical standards. Directs and oversees the Water Engineering Section and its two primary subdivisions: Project Delivery and Operations Engineering. Directly supervises several staff members in the Water Engineering Section and ensures that all Section activities are carried out safely and in accordance with City and Departmental goals. Ensures that the planning, design, and operation of water facilities are performed in accordance with Local, State and Federal regulations. As head of the Project Delivery subdivision, administers the Capital Improvement Program. Provides exceptional customer service in interacting with customers and developers in the installation and relocation of water services. Provides technical support to the Water Distribution Maintenance Section. Ensures that GWP capital and developer projects are completed on a timely basis and in the most cost-effective manner. Oversees the preparation of cost estimates, designs, drawings, specifications, and operating procedures for the installation of water mains, services, fire hydrants and other distribution system equipment. Provides construction management for projects directly and using contracted support, as needed, including physical inspections of construction in progress, approving progress payments, and managing change orders. Also ensures that Water Division maps and records are accurately maintained and updated in a timely manner. As head of the Operations Engineering group, oversees the project planning function that drives the Capital Improvement Program and the operational strategy function that provides high level analysis and support to the Water Operations Section and Water Quality Section. Oversees both short and long-range planning for water supply, storage, and distribution facilities including regular revisions to the water system master plan and preparation of engineering studies that provide planning level details and costs of future capital improvements. Provides support to the Water Operations Section on the asset management program including preventive maintenance planning, and asset and maintenance activity documentation and analysis. Provides technical assistance with improvements or modifications to the local and remote control of the water facilities. Also provides technical assistance to the Water Quality Section on regulatory analysis and reporting, and with analysis and improvements in operating the water system efficiently from a water quality perspective. May perform the duties of the Chief Assistant General Manager or Assistant General Manager - Water Services in his/her absence. Assists the Chief Assistant General Manager or Assistant General Manager - Water Services with coverage and attendance at the various water committee and informational meetings at the Metropolitan Water District, the Upper Los Angeles River Area Watermaster, the Glendale Operable Unit, the State Water Board, and other water and utility organizations and associations. Hires capable employees and implements necessary training to develop staff to meet the requirements of each functional area of responsibility. Ensures that adequate back-up skills are developed, and individual skills and abilities are increased. Ensures that assigned personnel work effectively with employees of other City departments and sections within GWP. Reviews and evaluates employees' job performance, and effectively recommends personnel action. Plans, lays out, and delegates work to subordinate employees. Drives on City business as necessary. Established in 1961 as a California Water District under the provisions of the California Water Code, IRWD is an independent special district serving central Orange County. The Water Operations Manager, under general administrative direction, is responsible for managing, directing, and safely integrating the planning, operation and maintenance, budgeting, and personnel of the District’s water treatment facilities and distribution infrastructure. This position receives administrative direction from and reports to the Director of Recycling Operations, directs the work of subordinate supervisors and employees assigned to the Water Operations department and is responsible for operations and federal and state regulations regarding the water treatment, production, storage, and water and recycled water distribution. As a management position, this position will also interface and coordinate with other departments and other members of the IRWD Management Team. Summary of Duties The following is a non-exclusive list of essential duties and responsibilities. The duties listed below are intended only as illustrations of the various types of work that may be performed. Manage domestic and recycled water system operators in the operation and maintenance of turnouts, wells, pipelines, valves, pumps, control structures, chlorination stations, treatment plants, hydroelectric power stations and reservoirs. Oversee the operation and management of advanced treatment systems, including but not limited to Reverse Osmosis, Nanofiltration, and Micro Filtration treatment plants. Ability to analyze the District’s treatment facilities and implement operational changes as required to ensure safe and efficient operation. Supervise and oversee the use of the water treatment and distribution system control and monitoring systems. Provide input and direction on the development and administration of system reports, graphics, alarm points, control schemes, etc. Assist in the management of the District’s groundwater pumping and imported water programs. Provide on-going training of operators in the operation of the Supervisory Control and Data Acquisition (SCADA) systems. Plan, organize, analyze, and evaluate domestic and recycle water system operational modes. Plan and implement operational changes to ensure system reliability, acceptable water quality, water conservation and minimize cost of service. Develop annual Potable Water and Recycled Water reservoir management plans to forecast usage, demands, manage reservoir elevation and storage, water supply available, and the purchase of treated and untreated water. Responsible for the implementation and updating of the plan. Prepare various weekly, monthly, and semi-annual reports including reservoir surveillance, water, and energy usage regarding System Operations. Prepare technical and non-technical reports on plant operations, flows, and plant parameters. Prepare and present operational plans and special studies as needed. Oversee and manage the monitoring, tracking, and historicizing of required operational and process data from SCADA and other sources needed to develop regulatory compliance and process performance reporting. This includes but is not limited to the District’s Operational database, Enterprise Asset Management software, and reporting systems (WIMS, Maximo, etc.). Supervise major pipelines, pump station, reservoir and turnout shutdowns and tests. Coordinate major operational changes with the Engineering, Water Recycling, and Customer Service Departments. Safety is a key Value at IRWD, and this position will support and advocate for safe practices. Ensure appropriate safety training for work being performed by assigned staff. Ensure safety meetings (tailgates) are held bi-weekly. Conduct planned visual safety inspections and report findings to the Safety office monthly. Train System Operators in procedures and system operations techniques, including adjustment of pressure control structures, handling of chemical systems, maintenance of system monitoring and control equipment and testing and repair of system components. Assist in the development, administration, and enforcement of District policies and procedures as approved by the General Manager and the Board of Directors, including assisting Operations management team in the interpreting of existing and new policies and procedures. Assist in preparation of the District’s bi-annual operating budget for Water Operations. Preparing data for quarterly and annual O&M budget performance reporting. Initiate requests and follow all District procurement policies for purchase of chemicals, supplies, parts, materials, tools, and equipment required to efficiently operate the department. Prepare and present justifications for large purchases of equipment as needed. Review and approve invoices for materials purchased. Ensure an effective communications log regarding plant procedures and maintenance is maintained. Conduct regular department meetings. Participate in regular managerial and supervisory meetings. Participate in the recruitment, selection, counseling, and training of employees. Qualifications A combination of education and experience equivalent to a bachelor’s degree in one of the following areas: Environmental Science, Chemistry, Water Utility Science, Water Treatment, or a closely related field. Six years of progressively responsible experience in water utility systems operation and management, with four of those six years in a supervisory capacity. Proficiency in the use of Microsoft Office suite (Excel, Word, PowerPoint), Microsoft Access, Microsoft Project, Enterprise Asset Management software (Maximo), and budgeting software is highly desirable. LICENSES/CERTIFICATIONS: Valid Class C California Driver's License required. Valid Grade T4 Water Treatment Operator Certificate issued by the State of California State Water Resources Control Board required. Perform duties typically associated with land surveying activities.
Asset Management: Planning & Assets:
Perform analysis of infrastructure asset data using CMMS software, ARCGIS and MS Access.
Review data sources for asset condition assessment including collection system CCTVs, base maps, construction drawings, and collection system flow meter graphs.
Map city assets using AutoCAD, and coordinate mapping with asset management software.
Coordinate with Capital Projects Engineering, Water Engineering Services, and Local Operations on the creation of assets and management of the City’s engineering document database.
Assist in Capital Projects Planning, project scoping, and project prioritization.
In addition to the duties listed above, Capital Project Engineering duties may also be required on small projects.
Storm Water & Creeks:
Perform field investigations/tests on storm water.
Assist in the preparation and administration of engineering contracts and professional service agreements.
Work with Environmental Specialist staff to prepare information and exhibits as needed for storm water and creek restoration projects.
Materials Engineering:
Demonstrate and perform all testing procedures.
Perform testing and lab analysis of R-value, TSR, unconfined compressive strength of treated soils, S-value and others as required.
Review and evaluate HMA, PCC and aggregate quarry operations including their QC procedures.
Perform plant and jobsite HMA and PCC inspections.
Respond to contractor/customer inquiries with regards to materials and placement thereof.
Utilize PMP software and train technicians in PMP inspections.
Traffic Engineering:
Develop and maintain traffic signal timing for isolated intersections and coordinated systems independently.
Train others to process permit applications and issue transportation permits.
Determine and collect fees.
Process and issue transportation permits for oversize & overweight vehicles.
Assist in drafting of striping plans for construction and material quantities for a cost estimate and the preparation of engineering contracts.
Perform engineering and traffic surveys for establishing speed limits.
Assist in the preparation of engineering contracts, process customer service requests and provide appropriate solutions on an independent basis.
Apply principles of the California Manual of Uniform Traffic Control Devices to daily work.
