Tacoma Water i s seeking a Deputy Water Superintendent to join our team. This position is an executive leader in Tacoma Water reporting directly to the Water Superintendent and partnering with the Superintendent for overall leadership of the utility. The ideal candidate will be a holistic strategic thinker who is a collaborative leader that can bring teams together and influence the direction of Tacoma Water. The successful candidate will apply specialized water utility industry knowledge in the areas of policy making and regulation, both federally and locally.

Leading key enterprise functions and serving as second in command, collaborating with the Superintendent and five Water Division Managers, this position guides operations and strategic direction for Tacoma Water.

This position directly supervises five with an overall team of 18 FTEs from the Employee Experience team, Tacoma Water Safety Office, Strategy Manager, Office Manager, and Assigned Projects Team.

RESPONSIBILITIES INCLUDE:
Leadership of Enterprise-wide Functions:
  • Partner with the Water Superintendent to ensure strategic and daily operations of Tacoma Water to achieve the organization's mission, vision, and goals
  • Support the Superintendent by serving as representative for Executive level assignments on various City-wide initiatives and teams, as assigned
  • Represent Tacoma Water in the community, regionally, and federally in various gatherings and forums, including but not limited to, Tacoma Public Utility Board and Tacoma City Council
  • Provide vision, leadership, and direction to the Employee Experience Team, Tacoma Water Safety Office, Strategy Manager, Assigned Projects Team, and Office Manager
  • Ensure hiring, core conversations, disciplinary, and supervisory practices across the department are conducted in accordance with City policies, procedures, collective bargaining agreements, and LEAD principles.
  • Establish expectations and priorities to ensure staff receive needed training and support to accomplish organization priorities
  • Act as backup for Water Superintendent as needed
Strategic Direction and Implementation
  • Develop and implement Tacoma Water strategic direction, prioritizing and guiding programs and initiatives, developing approaches and implementing City Council, Public Utility Board and TPU directives, policies, and initiatives
  • Collaborate with other senior leaders across Tacoma Public Utilities (TPU) to provide input on TPU-wide directives and policies
  • Provide sponsorship to high priority projects and ensures adequate resources to accomplish the desired outcome
Legislative Liaison
  • Provide oversight and coordination of federal and state legislative issues in conjunction with the TPU Government Affairs Team
  • Participate and/or coordinate activities for Tacoma Water on the Washington Water Utility Council (WWUC)
Develop and Monitor Financial Position
  • Guide development of Tacoma Water's $220 million biennial budget in alignment with Water division strategy, priorities, and goals in collaboration with the Water Superintendent and Senior Leadership Team


Qualifications

Minimum Education*
Bachelor's Degree in engineering, business or public administration or directly related field.

Minimum Experience*
10 years of experience in environmental engineering, water treatment or distribution including prior supervisory or managerial experience.

*Equivalency: 1 year of experience = 1 year of education

Licensing, Certifications and Other Requirements
Washington State Driver's License
Washington Department of Health, Water Distribution Manager Certification IV desired

Desired Qualification
Executive or senior level leadership experience in the water industry
