Job Description and Duties SENIOR ENVIRONMENTAL SCIENTIST (SPECIALIST) - FACILITIES & DEVELOPMENT / NORTHERN SERVICE CENTER The reporting location for this position is Sacramento, CA. This position will work under the direction of Environmental Program Manager I. The Senior Environmental Scientist will serve as the lead Subject Matter Expert on botanical issues as part of a multi-disciplinary team. This position will be responsible for habitat assessments, the most sensitive plant species surveys, and wetland delineations; independently completing environmental review and permitting for department projects; and providing technical and professional expertise and direction on natural resource management issues to District, Headquarters and Service Center technical staff upon request. The position will involve travel and field-based survey work around Central and Northern California. It requires a moderate level of independent action, the ability to identify and solve complex project-related issues, and the ability to make sound recommendations for project improvement. The position requires excellent plant identification skills for both native and non-native species found in Northern California, familiarity with rarity rankings and state and federal listings for sensitive plants and vegetation types, and experience with botanical field methods and protocols for surveying and monitoring plant populations. The Environmental Scientist will assist in a variety of responsible professional scientific offices and field work. Provides technical guidance and rule interpretation to engineers and other professional and technical staff; and reviews staff recommendations with respect to permit applications, source emissions testing, technical reports, or other engineering matters. Meets with business and industry representatives and consulting engineers to discuss permit application evaluations and suggest modifications required in correcting design deficiencies to conform with South Coast AQMD rules and regulations. Oversees the design and selection of source emissions test methods and reporting requirements, the review of test results for adequacy and accuracy, and the evaluation and approval of continuous emission monitoring systems (CEMS). Designs, directs, and evaluates audits of various technical activities; and acts as project manager and supervises staff in completing various technical and administrative projects. Testifies as a technical expert at public hearings, court hearings, and before the Hearing Board. Acts for a higher-level supervisor, as needed.
