The Senior Environmental Specialist will be responsible for ensuring compliance with all applicable environmental laws and regulations in Metropolitan Water District’s (MWD) Desert operations area, which includes the Colorado River Aqueduct and associated facilities. The Senior Environmental Specialist will be the Environmental Planning Section point of contact and will oversee all environmental planning work for both operations and maintenance (O&M) activities and capital investment plan (CIP) projects in MWD’s Desert operations area in coordination with Water System Operations managers and staff. The position will be responsible for ensuring compliance and preparing documentation associated with environmental planning laws and regulations, including, but not limited to, the California Environmental Quality Act (CEQA), California Fish and Game Code, Clean Water Act, state and federal Endangered Species Acts, and Migratory Bird Treaty Act. The Senior Environmental Specialist will be responsible for ensuring compliance with all applicable environmental laws and regulations in Metropolitan Water District’s (MWD) Desert operations area, which includes the Colorado River Aqueduct and associated facilities. This position will report to and require full-time work at MWD’s Desert facilities, including Hinds, Eagle Mountain, Iron Mountain, Gene, and Intake pumping plants, and along the Colorado River Aqueduct and associated electrical transmission line alignments. The Senior Environmental Specialist will be the Environmental Planning Section point of contact and will oversee all environmental planning work for both operations and maintenance (O&M) activities and capital investment plan (CIP) projects in MWD’s Desert operations area in coordination with Water System Operations managers and staff. The position will be responsible for ensuring compliance and preparing documentation associated with environmental planning laws and regulations, including, but not limited to, the California Environmental Quality Act (CEQA), California Fish and Game Code, Clean Water Act, state and federal Endangered Species Acts, and Migratory Bird Treaty Act. DEPARTMENT OF PUBLIC WORKS The Department of Public Works is an innovative, forward-looking department that provides a wide variety of environmental and regulatory compliance services including California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) Compliance Services as well as other regulatory and environmental planning activities for a multitude of County Departments/Divisions including but not limited to Flood Control, Transportation, Solid Waste, and Special Districts. As such, the position requires an understanding of the planning, operating, and engineering characteristics of stormwater/flood projects and systems, transportation roadway and bridge projects, long term capital improvement projects and more. The Department of Public Works is responsible for preparing Federal and State regulatory applications and obtaining 404 permits, 401 certifications, and 1602 streambed alteration agreements for the construction and maintenance of public works facilities throughout the county by working closely with federal, state, and local resource agencies. The Department of Public Works is seeking to hire Planner III: Public Works Regulatory Specialists to support its Environmental Management Division ( EMD) - Maintenance Section . The Maintenance Section is responsible for all environmental clearance efforts in support of ongoing maintenance activities of Public Works facilities. The Maintenance section works with multiple divisions within Public Works but primarily supports Operations Divisions. EXAMPLES OF DUTIES: Prepare and manage the CEQA environmental review process for projects. The majority of CEQA documents are at the Categorical Exemption or Initial Study/Mitigated Negative Declaration level. If at the Initial Study/Mitigated Negative Declaration level, the Regulatory Specialist will coordinate with technical support staff internally to provide preliminary analysis of impacts, and/or procure a consultant who will prepare the CEQA documents with the required environmental technical reports. Examples of Duties Prepares Project Engineering Facilities or Systems group work plan and administers the group's work for compliance with authorized budget and schedule Coordinates with other Engineering Directors to plan, prioritize, update, and monitor the Department's work and to assign staff to each project Directs the activities of Project Engineering Facilities or Systems group to monitor and review the work of consultants, subconsultants, cost and schedule proposals, negotiations, and development of consultant workplans Develops work scopes and negotiates consultant services contracts and contract changes; coordinates and supervises consultants' engineering design activities Directs engineering and architectural activities related to the design and construction or modification of major bus and rail facilities, guideways, tunnels, and structures Directs coordination with other environmental engineering activities, including site assessments, ground water remediation, soil remediation, liquid waste testing and disposal, permitting, water conservation, and regulatory compliance Directs and oversees management of projects related to ADA (Americans with Disabilities Act), Clean Air Act, and others as mandated by federal, state, and local regulatory agencies Directs engineering activities related to the systems design and construction of new and existing transit systems facilities, including mechanical, electrical, and communications work Investigates project problems and makes recommendations to prevent future occurrences Resolves conflicts between designer and project requirements and or regulatory requirements Validates that the designs perform as expected by detail testing Evaluates system's manufacturers recommended component overhaul schedules Assures that state-of-the-art engineering approaches are applied during design and construction of engineering projects and work complies with Metro Standards and Criteria Contributes updates to the Metro Design Criteria, as necessary, based on lessons learned on other projects Ensures work complies with federal, state, and local laws, regulations, and rules Assists in planning, developing and implementing departmental policies and procedures and recommending improvements Assists in establishing and implementing Construction Project Management's goals and objectives Prepares reports, test plans, presentations, and white papers; presents reports to management and Board of Directors Confers with Metro management, staff, government officials, contractors, and consultants regarding engineering matters relating to systems improvements Directs a staff of professional engineers, architects, and associates directly and through subordinate management Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees Leads design team for plan check with city, county, Caltrans, public utilities, SCAQMD (South Coast Air Quality Management District), and other regulatory agencies Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out May be required to perform other related job duties Minimum Qualifications A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes: Education Bachelor's Degree in Engineering, Architecture, or a related field; Master's Degree in a related field preferred Experience Five years of relevant management-level experience in facilities or systems engineering design and construction of major public agency transit projects or major public agency building projects Certifications/Licenses/Special Requirements State of California registration as a Professional Engineer or Architect is preferred A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions Preferred Qualifications Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. Experience analyzing Traction Power Load Flow modeling. Experience coordinating and managing system interfaces and integration with Overhead Contact Systems (OCS), Third Rail Distribution, Train Control, Communications, and other related interfaces. Experience ensuring compliance with NFPA 70 (National Fire Protection Association), the National Electrical Code (NEC), and other industry standards and guidelines.
