THE POSITION THIS POSTING WILL BE OPEN UNTIL FILLED Application cut - off dates are biweekly on second and fourth Monday of each month. Under direct supervision, the Registered Veterinary Technician assists the Veterinarian in the medical care and treatment of impounded animals; provides medical and surgical pre-operative and post-operative procedures for shelter animals; maintains sanitary condition of medical caging equipment and facilities; administers medications, drugs, tests and vaccines to the City’s Animal Care Services shelter animals. DISTINGUISHING CHARACTERISTICS This is an advanced journey-level classification. The Registered Veterinary Technician classification is primarily distinguished from the Animal Care Technician by its responsibility for assisting licensed Veterinarians in providing medical and surgical pre-operative and post-operative procedures to animals. Whereas, the Animal Care Technician is responsible to feed and care for impounded animals, to clean kennels, equipment and other areas at the City Animal Care Services shelter. The Registered Veterinary Technician is distinguished from the Senior Animal Care Technician in that the latter provides direct supervision of Animal Care Technicians. SUPERVISION RECEIVED AND EXERCISED Direct Supervision is received from the Veterinarian. Indirect supervision is received from other management staff. The Registered Veterinary Technician does not supervise. ESSENTIAL DUTIES AND RESPONSIBILITIES - Assist the Veterinarian with impounding, quarantining, and restraining animals; emergency treatment and care of injured or diseased animals, including external hemorrhage control; perform CPR, intubation, and first aid on animals as required. - Examine animals and make referrals to Veterinarian as needed; prepare animals and assist Veterinarian with surgery; apply casts or splints as necessary; staple or suture existing skin incisions. - Induce and monitor anesthesia using either injectable or inhalant anesthetics; perform euthanasia by injection, as directed; supply post-surgical and treatment information to the public; microchip animals. - Responsible for the control and use of euthanasia drugs, including Drug Enforcement Administration log maintenance; maintain inventory of medical supplies. - Perform dental care including prophylactic evaluations, cleanings, and uncomplicated tooth extractions, as directed. - Autoclaves and maintains all surgical packs; perform routine cleaning and general maintenance of medical equipment, facilities and caging; order medical supplies. - Communicate with animal owners regarding post-operative care and other medical conditions of their animals; assign and oversee medically related duties to volunteers and Animal Care Technicians; participate in community events involving Animal Care Services. - Enter data and produce computer generated reports relating to surgeries, treatment of shelter animals, and medical supply inventory; write memos and letters as necessary. - Assist the Veterinarian with the development of policies and guidelines pertaining to the care, medical treatment and medical screening of animals at the shelter, including euthanasia by injection, handling and restraint, vaccination and microchipping, and medical screening and provide training to Animal Care Staff in these areas as necessary. - Other related duties may also be performed; not all duties listed are necessarily performed by each individual. QUALIFICATIONS Knowledge of: - Aseptic surgical techniques, animal care and husbandry. - Autoclaving and surgical pack preparation. - Disease symptoms of domestic animals. - Physical behavior characteristics of common breeds of dogs, cats, exotics, livestock and wildlife. - Euthanasia techniques. - Kennel and cage protocols - Drug Enforcement Administration (DEA) required record keeping for Schedule II narcotics. - SHARPS biohazard waste requirements - Laboratory analysis and emergency aid techniques. EXPERIENCE AND EDUCATION Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: One year of experience assisting a licensed veterinarian in providing medical treatment to animals, including surgical procedures and medical examinations, in a clinical environment. One year of experience in an animal shelter assisting a licensed veterinarian in surgical procedures and medical examinations is desirable. -AND- Education: Thirty semester units from an accredited college or university in veterinary technology, animal science, the biological sciences, chemistry, or a closely related field. DEFINITION: Provides paramedical treatment to animals in Los Angeles County animal care center/shelter facilities or assists in zoonosis control in the Veterinary Public Health and Rabies Control. CLASSIFICATION STANDARDS: Positions allocable to this class are characterized by their responsibility for independently providing paramedical treatment to animals, providing more complex medical treatment under the direction of a licensed veterinarian, and assisting in the maintenance of animal health care programs within County animal care center/shelter facilities or providing paramedical support for the investigation of zoonotic diseases within the veterinary public health and rabies control unit. Incumbents must exercise a knowledge of animal behavior and anatomy, techniques of administrating medications and treatments to animals, general surgical procedures and equipment used in animal health clinics, inventorying and maintaining pharmaceutical supplies and equipment and principles of disease control. They must also have the ability to handle and care for animals in a humane manner. Essential Job Functions Conducts physical examinations to determine the nature of illness, injury, and abnormality. Administers medications and immunizations orally and by intramuscular, intravenous, and subcutaneous injections, as prescribed by a veterinarian. Takes and records temperature, pulse, and respiration. Collects and labels specimens of blood, urine, sputum, feces, brain tissue and various kinds of smears for culture or microscopic examination. Administers whole blood or plasma to animals. Assists veterinarians in surgery by correct equipment, instruments, and packs, and assuring that monitoring and support equipment such as cardiac monitors, scopes, and breathing apparatus are operable. Renders emergency treatment to animals; determines need to send animal for private veterinarian assistance in the absence of the animal care center/shelter veterinarian. Maintains inventory of all pharmaceutical, equipment, and supplies. Maintains records of all animal treatment or disease investigations. Assists in the maintenance of animal health care programs within County animal control facilities. Establishes procedures for the proper housing and feeding of animals and the cleaning of kennels. Maintains effective relations with other County departments, outside agencies, and the public. Assists departmental personnel in investigation and retrieval of animals in the field by anesthetizing or euthanizing animals when necessary. Scans for and applies microchip and other special identification media. Assists public health veterinary unit staff in zoonosis activities including decapitation of rabies suspect animals for brain tissue testing. Provide limited technical direction to animal control personnel an animal health matters as needed. Advise animal control personnel on the development of programs related to the retention and relocation of animals as needed. May supervise and direct the day-to-day activities of animal services staff, volunteers and others responsible for the medical management of impounded animals. Performs related duties as required. Class Characteristics The position is distinguished from Veterinary Technicians who are responsible for basic care of the animals in the shelter and who provide expert advice to citizens regarding the animals they wish to adopt, but do not have the knowledge, skill and training to perform surgery, provide diagnosis and prognosis of animal diseases, or the ability to prescribe drugs. Additionally, a Veterinary Technician cannot administer controlled substances or rabies vaccinations without the indirect supervision of a licensed veterinarian. Incumbents in this class may need to work weekends, holidays, nights and rotating shifts, and respond to emergency animal services assignments during off-duty hours. Essential Functions Performs high volume, high quality spay/neuter surgeries of shelter animals and owned animals including dogs, cats, and rabbits; may provide consultation and education to pet owners on spay/neuter procedures and explain possible complications. Determines the need for diagnostic procedures and medical treatments; provides high quality shelter medicine by performing physical exams, treatments, and surgical procedures on shelter animals. Monitors and evaluates the shelter population for behavioral conditions, specifically identifying animals for whom euthanasia is the best outcome due to safety or quality of life concerns. Create enrichment and behavior modification plans to lower the fear, anxiety and stress caused by life in the shelter. Administers injections to humanely euthanize animals in accordance with California State Law and Department guidelines and policies. Ensures the humane care of shelter animals and safeguards herd health by following the Association of Shelter Veterinarians’ guidelines for standards of care in animal shelters and evolving industry best practices. Provides expertise to Animal Control Officers for cruelty investigations or rescues where medical intervention is necessary; conducts necropsies when necessary for evidence collection; prepares written veterinary statements, and testifies in court as appropriate for animal welfare/cruelty cases. Effectively communicates the condition and status of animals with staff, public and animal groups. Advises staff on matters within the veterinary field. Trains appropriate staff in administering first aid and vaccinations to animals, the performance of euthanasia and other paramedical duties. Participates in vaccination clinics. Assists with emergency and disaster services. Ensures appropriate medication is administered by veterinary staff within clinical and statutory requirements, and supervises the use and security of controlled drugs. Implements and maintains medical record and drug use logs to established standards of veterinary and sheltering practices, ensuring that records are complete, accurate and compliant at all times. Maintains medical records for sheltered animals during rounds and collaborates with the shelter medical support team. Performs other duties of a similar nature or level. Minimum Qualifications Knowledge, Skills and Abilities Knowledge of: California state and federal animal health laws and regulations governing the care and humane euthanasia of animals; principles, practices and techniques of veterinary medicine and disease; medical treatment for a wide range of animals including domestic, livestock, wildlife and underage animals; safe work practices; Federal guidelines related to controlled substances; principles of lead supervision; written and oral communication techniques; public relations; conflict resolution techniques; common animal types and their normal characteristics and behaviors. Education/Experience Any combination of education and/or experience which has provided the knowledge, skills, and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge, skills and abilities would be: a Doctorate degree from an accredited college or university in Veterinary Medicine and two (2) years of experience in the diagnosis and treatment of animals in a clinical setting, private practice or animal shelter environment, including the performance of surgery. Licenses/Certificates/Special Requirements Incumbents in this classification require possession of a valid Class C California driver's license by the time of appointment and will be placed in a pull-notice program (must maintain a good driving record). Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment. Possession and maintenance of a valid license to practice Veterinary Medicine issued by the California Board of Examiners in Veterinary Medicine.
