CAREER DESCRIPTION SR. RESEARCH ANALYST This recruitment is open to the public, on a continuous basis, until the needs of the department have been met. RECRUITMENT/POSITION INFORMATION This recruitment is being held to establish an Open Eligible List to fill a current vacancy within the Orange County Sheriff's Department’s Operations Support and Intelligence Division/Crime Analysis Unit. This list may also be used to fill positions in similar and/or lower level classifications throughout the County of Orange. THE OPPORTUNITY The Sr. Research Analyst will have excellent written and verbal communication skills and possess strong attention to detail, statistical capabilities, and the ability to meet deadlines or high-pressure workload demands for the Orange County Sheriff's Department. Under general direction, to supervise and coordinate the design, planning, and conduct of research projects, relating to major County programs; to personally perform such work in additional to supervisory duties; to supervise the research program of an agency/department; and to do other work as required while operating in accordance with the organization's legal and policy constraints. The candidate will possess a U.S. Government SECRET clearance once employed and must maintain their clearance throughout the course of employment. THE DIVISION The newly formed Operations Support & Intelligence Division consists of the Emergency Communications Bureau, Counter Terrorism Bureau and the Real Time Operations Center. This division provides an innovative opportunity to address crime and serve our community with an emphasis on providing real-time support to operations and bolstering our proactive approach to counter-terrorism efforts. THE POSITION Plans, organizes, and directs research projects to determine the effect of, and need for, various County programs; directs the design of research models, development and selection of statistical and analytical methods; collection and interpretation of field data, and development of findings and recommendations. Advises supervisors and management staff regarding the mission of the research unit supervised and the objectives, methodologies, time requirements, feasibility of major research projects; recommends new projects and explained their contribution to operational objectives; evaluates proposed projects and suggests modifications; reports to managers on the status of projects in progress; advises managers and official bodies on the significance of preliminary and final recommendations. Assigns work to subordinates; advises and instructs subordinates regarding general objectives, research methodology and scheduling requirements for new projects and work in progress; reviews work in progress and finished work for completeness, accuracy and conformance to professional standards; trains subordinates in research and analytical methods, particularly as they pertain to the analysis of specific programs of the employing agency/department; evaluates the work of subordinates and advises them on areas of further study to enhance professional knowledge, skills and abilities. Gather, research, and analyze data to prepare analytical criminal intelligence products on current events, issues, and trends which affect or may affect Orange County, the State of California, and/or the United States Ensure subordinates are adequately trained to provide exemplary analytic support in the Real Time Operations Center to the operational area in exigent circumstances under stressful conditions. Employs best practice open source research techniques, social media applications, computer programming and information technologies while complying with all applicable privacy and civil liberty requirements Attend meetings, lectures and trainings hosted or sponsored by the Orange County Crime Analysts Association Complete Requests for Information (RFIs) for collecting, collating, and analyzing information generated from Law Enforcement databases and Real-Time Open Source Analysis (ROSA) Conduct Real-Time Open Source Analysis (ROSA) for special events, suspicious activity, and identifying potential public safety threats Provide intelligence and analytical case support to Orange County Sheriff's Department and outside agencies when appropriate Develop and provide formal training on topics of interest Maintain situational awareness regarding emerging crime trends and law enforcement tactics and investigative techniques. Remain current on emerging topics and technologies as it relates to electronic research and attend related seminars, lectures and other training and development activities as the department develops technological advancements to protect the public Collect and document facts during an event, and maintain activity logs and other documentation while in a law enforcement setting Provide testimony in court on the processing and examination of evidence when required DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES Bachelor's degree or higher and experience (Bachelor's degree or higher with an emphasis in intelligence studies, international relations, political science, criminal justice, statistics, public policy, or related field preferred) Experience in intelligence analysis or crime analyst, or a related field involving critical thinking Ability to obtain Department of Homeland Security (DHS) Secret clearance within one (1) year of hire date DESIRABLE CERTIFICATES Successful completion of Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA) courses, including (but not limited to) IS -100.LEb, IS-200.b, and IS-800.b Possession of a Crime and Intelligence Analysis Certificate Successful completion of the Basic Intelligence and Threat Analysis Course (BITAC) from the U.S. Department of Homeland Security COMPUTER COMPETENCIES The analyst needs to be proficient with using computers and computer programs combined with statistical data to map possible criminal activity and to create visual presentations such as spreadsheets, maps, and graphs. Strong writing skills to present findings in reports that can be understood by law enforcement personnel; strong verbal, and interpersonal communications skills. Or Four years of experience that demonstrates possession of the required knowledges and abilities. OR Education or training at the college level directly related to these knowledges and abilities may be substituted for up to one year of the required experience at a rate of one semester unit for each month of experience or one hour of training for each hour of experience.
