SUMMARY DESCRIPTION Under immediate (Collection Systems Maintenance Worker I) to general (Collection Systems Maintenance Worker II) supervision, performs a variety of maintenance, operational, and repair tasks involved in the District’s sewage collection systems, and sewage lift stations; operates a variety of maintenance and construction tools and equipment; and performs related duties as assigned. DISTINQUISHING CHARACTERISTICS Collection Systems Maintenance Worker I : This is the entry-level classification in the Collection Systems Maintenance Worker class series. Initially under close supervision, incumbents learn and perform routine duties in collection systems, and sewage lift station maintenance, , repair, and operations. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Collection Systems Maintenance Worker II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Collection Systems Maintenance Worker II: This is the fully qualified journey-level classification in the Collection Systems Maintenance Worker class series. Positions at this level are distinguished from the Collection Systems Maintenance Worker I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Collection Systems Maintenance Worker III in that the latter performs the more complex work assigned to the series and/or provides technical and functional direction over lower-level staff. Positions in the Collection Systems Maintenance Worker class series are flexibly staffed; positions at the II-level are normally filled by advancement from the I-level. Progression to the II-level is dependent on satisfactory work performance (an overall performance rating of “exceeds standards” or higher on most recent annual performance evaluation is required), the incumbent meeting the minimum qualifications for the classification including any licenses and certifications, and management approval. Immediate Impact: The successful candidate will be given the following objectives upon hire: Within 3 months, operate a variety of sewer cleaners, jet rodders, pressure washers, and TV inspection equipment in the inspection, maintenance, and construction of sewer lines and laterals. Within 3 months, have the able to flush, clean, and repair sewer collection lines and manholes, as well as perform work in roadways and traffic controlled areas. Within 6 months, be able to locate District lines and mains using GIS and create work orders in the District's CMMS. Within 6 months, be familiar with and able to use District specific equipment in performance of job duties. Within 9 months, become sufficiently familiar with the operation and maintenance of the lift stations to be able to assume stand-by duties. The Ideal Candidate: The ability to perform a variety of un-skilled, semi-skilled, and skilled maintenance, operational, and repair tasks involved in the District’s sewage lift stations and sewage collection systems. Can operate a variety of vehicles and equipment in a safe and effective manner, as well as ensure safety around work areas in high traffic. Has the ability to respond within a forty-five (45) minute time period to the District’s Corporate Yard while on standby duty; must be able to communicate by telephone while on standby duty. Understands the occupational hazards and standard safety practices including those used for entrance into confined spaces. Possesses the knowledge of the procedures and techniques used in concrete and asphalt work. Collections Maintenance Worker I: One (1) year of general construction and maintenance work experience. Possession of a valid Collection System Maintenance Grade I Certificate issued by the California Water Environment Association. The possession of, or ability to obtain within 12 months, a California Class A Commercial Driver’s License with air brakes and tank endorsements, which is required to be maintained throughout employment Collections Maintenance Worker II: Two (2) years of experience in the operation, maintenance, installation, and repair of wastewater collection systems and lift stations. Possession of a valid Collection Systems Maintenance Grade II Certificate issued by the California Water Environment Association. Responds to system blockages and provides temporary repair of trench failures; performs system disconnects. Excavates for various purposes; loads and unloads asphalt, rock, dirt, and construction and repair- related materials and equipment. Spreads and places asphalt for patching and repairing street excavations. Operates a variety of sewer cleaners, jet rodders, pressure washers, and TV inspection equipment in the inspection, maintenance, and construction of sewer lines and laterals; applies pesticides to mitigate root intrusion. Performs minor maintenance of all sewer equipment including emergency power generator, sewer rodder, power sprayer, and pneumatic tools; lubricates pumps, motors, and equipment; replaces sectional rods on sewer rodder; replaces and repairs high pressure hoses on Hydro-jet units and suction tubing on vacuum units. Performs safety checks and checks fluid levels of vehicles and equipment; cleans assigned vehicles and equipment. Performs confined space and permit confined space entries; completes pre-entry checklists; performs atmospheric testing and evaluation of various entry conditions and situations. Sets traffic control including safety devices, signs, and barricades; ensures safety of public and work crew; may flag traffic. Maintains records of work performed. Reads, understands, and ensures compliance with the District Safety Manual; attends safety meetings; reports all accidents, violations, or infractions to supervisor. Performs related duties as required. Additionally, the Collections Systems Maintenance Worker II: May oversee the maintenance, use, care, and/or operations of a variety of collection systems, sewer, mechanical line, and similar types of equipment. Supports treatment plant operations; assist with special projects, including pump cleaning and maintenance. PURPOSE OF THE POSITION The purpose of the Maintenance Mechanic III position is to prevent mechanical failure of equipment, to identify and correct safety hazards, and inspect, repair, clean and maintain several types of equipment: pumps, miscellaneous rotating and reciprocating equipment, plumbing equipment (sinks, commodes, urinals, flush valves, and faucets) and machinery throughout the airport complex. This position may be assigned duties at all Houston Airport System facilities including IAH, HOU, and EFD . "Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required." The Maintenance Mechanic III duties will include but are not limited to: Installs mechanical equipment and components. Maintain plumbing fixtures using various methods, materials, and equipment used in the maintenance industry. Operates various equipment such as: high pressure drains cleaner, forklift, electrical generator, trash pumps, medium drain cleaners, motorized vehicles, and various hand tools. Repairs, refurbishes and maintains several types of Pumps (i.e. Hydraulic, oil, gas, diesel) and miscellaneous rotating and reciprocating equipment and machinery. Operates vehicles to and from work sites. Repairs and maintains equipment and parts. Practices equipment and parts conservation. Performs additional maintenance activities such as painting, a/c repairs, carpentry, carpet, plumbing, concrete and roofing repairs as in general building maintenance. Rehabilitates and monitors equipment, facilities, and systems (i.e. elevators, escalators, automatic doors, ticket dispenser's electric gates, a/c and heating equipment). Provides preventive maintenance to equipment, buildings, facilities, and systems. May lead and train lower-level personnel. WORKING CONDITIONS The position involves considerable physical exertion, such as regular climbing of ladders, lifting of heavy objects (up to 80 pounds) on a highly frequent basis and/or assuming awkward positions for long periods of time. There are routine exposures to significant levels of heat, cold, moisture and air pollution. The position may involve periodic exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises and minor burns. Essential Job Functions A Tree Trimmer is responsible for performing a combination of the following essential job functions: Climbs trees of various heights in order to perform crown restoration, trimming, shaping, removing hazardous branches and trees according to arboricultural standards for the safety of property or life. Utilizes rigging-methods and techniques which may include ropes, knots, lines, pulleys, blocks, slings, and cables in climbing trees and lowering branches and trees to the ground; may instruct crew in tree surgery, cabling, and bracing of tree limbs. Maintains public roadway sidewalk clearance, access roads, public parks, trail ways, which includes equestrian, hiking and biking paths, by trimming and shaping trees using various tree trimming tools such as pruners, chainsaws, telescoping power saws, pole saws, loppers, brush chippers, stump grinders, hand-held or backpack blowers, and aerial lifts. Cuts, limbs, bucks, and fells trees into logs for removal and disposal. Plants and transplants trees; stakes, irrigates, cultivates, root prunes, and fertilizes as necessary. Operates and maintains various hand and power-driven cutting tools such as axes, hand saws, pruners, loppers, pole saws, chainsaws, telescoping power saws, and hand-held or backpack blowers. Operates and maintains equipment such as aerial lifts, water trucks, brush chippers, and stump grinders. Sharpens and maintains saws and other cutting tools used in the care and conservation of trees. Inspects and maintains climbing equipment such as bull ropes, climbing lines, tackles, climbing harnesses, lanyards and spurs. Inspects, maintains, and installs guy wires, cabling, and bracing equipment. Interacts with the public to answer questions regarding the care and conservation of trees, and seeks their assistance in moving obstacles which are blocking the work area, obtaining a tree removal consent form, or other forms. Drives equipment to transport crews, tows equipment and hauls debris, and operates aerial lifts, or similar equipment on the truck. Required to drive vehicles, such as water trucks, or equipment with gross vehicle weight rating of 26,001 pounds or more, or containing more than 115 gallons of liquid, as needed. Operate tree maintenance equipment during emergency or disaster recovery situations, as needed. Performs various activities pertaining to arboricultural care of trees in and around hazardous conditions such as overhead utility lines or within major highways requiring lane closures impacting high speed and heavy volume traffic, as needed. Requirements Minimum Requirements: Option I: One year of experience climbing trees, performing crown restoration, removing hazardous branches or trees, using rigging and related knots and using tree trimming tools and equipment. Successful completion of the County of Los Angeles Department of Parks and Recreation training program in tree maintenance will be accepted for six months of the required experience. Option II: Possession of a valid International Society of Arboriculture (ISA) Tree Worker Certification. PHYSICAL CLASS: Physical Class IV - Arduous: Involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working on irregular surfaces; and occasionally requires extraordinary physical activity. LICENSE: A valid California Class C Driver License is required to perform job-related essential functions. Some positions may require a valid California Class A or B Driver License, and may require special endorsements to operate assigned vehicles. License Information: Successful applicants for positions that require driving must obtain and present a copy of his/her driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant’s driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked. Additional Information OUR ASSESSMENT PROCESS: Part I: A qualifying written test covering knowledge related to tree maintenance, safety operations, and basic math. Only those candidates who achieve a passing score of 70% or higher on the written test will proceed to Part II of the examination. THE WRITTEN TEST IS NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19. Part II: A Performance Test consisting of inspection of safety equipment; knot tying; tree climbing; overview and proper use of a chain saw; procedure for cutting and lowering limbs; procedure for felling a tree; and correct use of a brush chipper weighted 50%. Only those candidates who achieve a passing score of 70% or higher on the performance test will proceed to Part III of the examination. Part III: An Interview weighted 50% covering training, experience, and general ability to perform the duties of the position. Candidates must achieve a passing score of 70% or higher on each weighted part of the examination in order to be placed on the eligible register. NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12 ) MONTHS.
