Job Description and Duties Under the administrative direction of the Chief Assistant Attorney General of the Civil Law Division, the Senior Assistant Attorney General plans, organizes, and directs the work of the statewide Tort and Condemnation Section within the Civil Law Division of the Department of Justice. The Senior Assistant is responsible for supervision of the section's litigation and advice functions; serves as the Attorney General's principal liaison and point of contact for legal services with the section's clients; serves as technical and legal advisor to the Attorney General on matters within the section's legal program and on issues impacting the Department of Justice; represents the Attorney General, state agencies, and state employees before the courts; consults with the Chief Assistant in the development and formulation of litigation policy and program objectives, has principal responsibility for personnel management, and employee utilization within the section; provides direction and guidance to subordinates through supervising deputy structure; may personally assist subordinates in complex litigation; prepares annual budget requests and performs ongoing programmatic monitoring and reporting functions. The Senior Assistant is also responsible for supervision of the Government Claims Unit and has oversight over the Office’s Service Deputy Program. The Tort and Condemnation Section practices civil litigation. It defends the state and its agencies, departments, and employees in civil actions brought in federal and state courts for personal injury, wrongful death, property damage, and civil-rights claims. The section also prosecutes matters relating to the acquisition of real property for public purposes under the state’s power of eminent domain, defends inverse condemnation actions initiated by private property owners seeking compensation for a taking of or damage to the owner’s real property, and defends mass tort actions filed against the state and its agencies and departments arising out of events such as floods, earthquakes, and fires. The section also handles factually and legally complex construction arbitration and litigation cases that frequently involve multi-million dollar claims. While the position’s location is specified as statewide, the candidate selected for appointment can be headquartered in Los Angeles, Oakland, Sacramento, San Diego, and San Francisco. Regardless of the headquarter location, the candidate will be expected to travel regularly to all of the Department’s main offices. Flexible schedules and telecommuting options may be available. Job Description and Duties Under the direction of the Assistant Chief of the California Justice Information Services (CJIS) Division, the Bureau Director is responsible for planning, organizing, and directing the activities of the Strategic Transport & Technology Services Branch and the Production & Network Services Branch within the Technology Support Bureau (TSB). The TSB is responsible for providing infrastructure services to the Department of Justice (DOJ), the California Law Enforcement Telecommunications System (CLETS), the Criminal Justice Information System control software, and the computer operating systems and their environments. The Bureau Director develops, recommends, and implements policies for the TSB which relate to the DOJ, as well as, policies having direct impact on the client agencies. The position formulates and administers Departmental plans and provides overall program development and implementation. The Bureau Director is responsible for advocating legislative solutions and representing the TSB and DOJ before the Legislature, governmental agencies, and public and private organizations. An employee who is a new enrollment in PERS, is not coming from an agency with PERS reciprocity, or has a break in service greater than 6 months shall be enrolled in the Third Tier PERS benefit formula of 2% @ 62. 2. All miscellaneous employees hired prior to March 19, 2012 shall contribute 8% towards their PERS member contributions. Employees receiving the Second Tier PERS benefit formula of 2% @ 55 shall contribute 7% towards their PERS member contributions. Employees receiving the Third Tier PERS benefit formula of2% @ 62 shall contribute 6.5% or 50% of the total normal cost rate, whichever is greater, towards their PERS member contributions. Both City and employee contributions shall at the time of separation, belong to the employee. 3. PERS Highest Pension Calculation Compensation Period -The City shall continue to provide the Single Highest One Year Final Compensation Pension calculation benefit to current miscellaneous employees hired prior to March 19, 2012. Miscellaneous employees hired after March 19, 2012 shall receive the Three Year Final Compensation calculation benefit. 4. The City shall provide miscellaneous employees under the 2.5% @ 55,2% @ 55, and 2% @ 62 plan tiers with the following benefits/provisions: a)Credit for unused sick leave (Government Code Section 20965). b) 1959 Survivor Benefit (Third Level benefits) DEFERRED COMPENSATION PLAN: Employees have the opportunity to particiate in a supplemental retirement savings plan offered through MissionSquare. Through tax-deferred payroll deductions, employees are eligible to deposit funds into their account, up to the maximum allowed by law. Participation in this program: Invests in high-performing funds yielding tax-deferred earnings; Provides a superior tool for retirement planning and savings. 401 (a) PLAN :Employees have the opportunity to participate in this tax deferred retirement savings tool. Employees may defer compensation up to $46,000 annually or 100% of income, whichever is less. LONG-TERM DISABILITY: The City provides a long-term disability plan. This benefit is in case an employee sustains a non-work-related illness or injury that results in their inability to work for a long period of time. In this event, an employee will receive 66.66% of their base pay after 60 days, and continued payment until they are medically able to return to work, or until they reach the age of 65, whichever comes first (maximum of $8,000 per month). WORK BOOT REIMBURSEMENT: The City will contribute up to $240 towards the purchase of work boots, appropriate to each employee's assignment and responsibility. TUITION REIMBURSEMENT: Employees may participate in the City's tuition reimbursement program.The amount of reimbursement will be up to $1,500 per fiscal year. Reimbursable items include registration, tuition, textbooks, and parking. CREDIT UNION MEMBERSHIP: Employees are eligible for membership in the F & A Federal Credit Union. F & A offers a wide variety of services, including checking and savings accounts and all types of loans (automobile, vacation, personal, first and second home mortgages, and more!). EMPLOYEE ASSISTANCE PROGRAM (EAP): The City cares about the emotional and physical well-being of its employees and their families and offers a City paid Employee Assistance Program. DIRECT DEPOSIT OF PAYROLL: Employeesmay authorize the automatic deposit of their paycheck into their checking, savings, or credit union account.
