Why you'll love this position: The Bureau of Business Licensing Services (BLS) Supervisor is a professional level position that works in a newly approved Missouri industry regulating the activities of cannabis licensees. The cannabis industry will be in the building and implementation phase of growth for many years to come. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division of Cannabis Regulation with developing and improving the regulatory program to ensure Missourians have safe access to cannabis. The BLS Supervisor is responsible for ensuring cannabis licensees are in compliance and good standing with constitutional laws and related rules. Licensees include several different facility types that all make up the legal cannabis industry in Missouri. These include, but are not limited to, large scale facilities that grow cannabis, manufacture products, transport product, and dispense products to eligible individuals. What you'll do: Assist BLS to develop, communicate, and implement guidance documents and procedures from the Division to ensure licensees are in compliance with Article XIV and 19 CSR 100-1. Manage front-line BLS staff; ensure staff are trained and are adhering to established protocols consistently throughout the Bureau; evaluate staff performance and provide mentoring and coaching for a successful team. Oversee the evaluation of application proposals for licensee’s change of ownership, change of location, and transfer of entity and make recommendations for approval or denial. Oversee compliance reviews and unannounced audits of cannabis licensees to ensure compliance with minimum standards for licensure as defined by 19 CSR 100-1. Oversee audits, reviews and investigations where analyzing complex business documents is required, including: loan documentation, partnership agreements, branding agreements, by-laws, articles of incorporation, sales agreements, asset purchase agreements, merger agreements, and other financial or contractual agreements or data provided by the licensee to evaluate if the licensee is in compliance with 19 CSR 100-1. Review staff reports and narratives of findings, notices of violation and other compliance notices that outline findings and next steps for licensees. Develop, evaluate and update processes and procedures for the BLS functions. Review licensees for rule verification, which includes compliance with Article XIV and 19 CSR 100-1 after license approval. Work collaboratively with teams within the division and section on investigations and other compliance issues that arise. Process, track, and prepare documentation and systems for fees and fines associated with cannabis licensees. Participate in recommending changes to rules, regulations, technical standards, and internal procedures governing cannabis licensure compliance. Have advanced knowledge of applicable laws and rules under the Division's authority and have the ability to convey guidance to BLS staff and licensees as needed, both written and verbally. Responsible for planning, reporting outcomes for their assigned staff and assists with developing and implementing processes and procedures for the Bureau as a whole. Completes other duties as assigned. All you'll need for success: Minimum Qualifications: A Bachelor’s degree from an accredited college or university with major specialization (approximately 18-30 semester hours) in accounting, finance, insurance, risk management, business, or closely related areas preferred (related professional experience may be considered for substitution). Two (2) to four (4) years of relevant experience. Three (3) or more years of successfully managing and supervising regulatory compliance staff, which may be in civil, administrative, or criminal investigation preferred (e.g., tax fraud, licensing, environmental, client care, public assistance, insurance, or military); or experience as a law enforcement officer with responsibility for conducting investigations, or other similar experience. A high level of initiative and problem solving skills in areas of responsibility. A proven track record of successfully managing and supervising a highly technical team. Ability to manage a hybrid team of staff. Ability to work in a fast paced environment with many competing priorities. Ability to take general guidance and direction and complete projects and tasks with minimal oversight. Ability to develop effective solutions and strategies. Ability to mine data systems and use the data for the purposes of compliance and investigative needs. Ability to organize and manage time efficiently. Ability to clearly and effectively communicate verbally and in writing. Ability to adapt to constant program development, change and improvement. Ability to apply critical thinking skills and find solutions to new situations on a regular basis. Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.
