City Government
The City of De Pere operates under a Mayor-Council-City Administrator form of government as provided by State law. The Mayor serves a two-year term and is the presiding officer at meetings of the Common Council. The Common Council is comprised of 8 Alderpersons and are elected on a non-partisan basis for two-year overlapping terms. The Mayor and council are responsible for hiring a City Administrator who serves as the chief administrative officer (CAO).
The Position
The City Administrator manages the day-to-day operations of the city with the support of 155 regular and 400+ volunteer/seasonal employees and a $60M annual budget, and is responsible for implementing council’s strategic vision, objectives, and priorities. The City strives to attract, develop, retain, and promote a culture of excellence that celebrates diversity of thought, differing perspectives, and authentic viewpoints at all levels within the organization.
Under broad policy direction from the Common Council, the City Administrator provides highly responsible and complex policy support to the Council, directs the work of executive level managers and reviews overall operational performance, and exercises budgetary and contractual control over revenue and expense for the City.
Essential Functions and Responsibilities:
Direct and coordinate administration of all City government activities; manage operation and general office of City Hall.
Perform duties of Comptroller as defined in Section 62.09(10), Wisconsin Statutes.
Manage the financial affairs of the City. Prepare financial analyses of operations. Recommend major economic objectives and policies.
Direct preparation of reports outlining City’s financial position in areas of revenue of expenses. Direct audits of City’s accounts and preparation of comprehensive annual financial report.
In cooperation with the Finance Director, financial consultant and bond counsel, prepares for issuance and sale of general obligation and revenue bonds as directed by the City Council.
Perform duties of Purchasing Agent, managing the supervision of all purchases of materials, supplies, equipment, and services for all departments.
Ensure enforcement of State laws, local ordinances, and other regulations pertaining to municipal operations.
In conjunction with City Council, develop, monitor, and communicate the implementation phases of the City’s strategic plans to ensure that long range goals and objectives are met.
Provide recommendations for the development of policy by the City Council.
Advise the City Council on major policy issues, reports on financial status and general operating conditions, and recommends legislation and policies required in the public interest.
Ensure efficient and effective implementation of policy.
Participate in the interview and selection process of department heads and other new employees as needed. Provide training and instructions. Assign and review work and prepare performance check-ins.
Delegate responsibility to senior staff and monitor their performance. Address day-to-day issues and questions; initiate employee recognition, promotion, disciplinary action, and discharge processes as necessary and appropriate.
Provide leadership and management to all assigned staff. Supervise the work of and monitor and evaluate on-going performance of staff members; assess and make recommendations of training needs.
Approve per City policy, salaries, wages, and working conditions for non-represented employees. Assist departments in labor relation matters regarding discipline, terminations, grievances, and complaints.
Remove any officer or employee, if necessary, in accordance with the City Code and Policy.
Direct the executive management team and align program and practices with the strategic plan, mission, vision, and goals.
Establish general direction and primary goals for operating departments and cause the development of related work plans, operating budgets and capital improvement plans; manage the preparation of the annual budget for the Mayor for submission to the Finance and Personnel Committee and City Council and report to the Mayor and City Council regarding the current status of the budget.
Investigate and advise the Mayor and Common Council of the availability of local, State, and Federal funds and assist department heads on the procurement of such funds.
Respond to Council inquiries regarding matters related to the City and ensure that Council directives are carried out.
Conduct research and procedural/administrative studies and prepare reports of proposed solutions or recommended courses of action.
Interact frequently with elected officials, staff, citizens, and others to interpret and implement policy directives.
Respond to citizen inquiries and requests for service.
Represent the City in discussions and negotiations with other governmental entities.
Meet with business and industrial representatives regarding development in the City. Direct and participate with Development Services Director in negotiations involving economic development.
Promote and create opportunities for economic development.
Communicate with and respond to the media.
Perform special assignments as requested, to include researching and preparing reports and projects, developing and implementing programs, and presenting technical data to elected officials and other interested parties.
Represent the City at various functions such as marketing speeches at civic and business associations, meeting with influential persons within the community, developers, officials, citizens, and representative of the press, to establish goodwill and resolve/respond to issues.

Education and Experience
Qualified candidates will have a Master’s degree from an accredited college or university in Public Administration, and a minimum of ten (10) years of progressively responsible experience in administration of city government including experience in personnel administration and labor relations. A combination of education and experience may be considered. ICMA Credentialed Manager status is preferred.

The Water and Wastewater Engineer/Project Manager for Loveland Water and Power (Civil Engineer I or II) performs professional engineering and project management for water and wastewater projects. In addition, they provide expertise and the ability to lead a team of individuals in the planning, design, construction, and maintenance of transmission, distribution, pumping, and treatment process related systems. This position is a resource for other employees and operations staff in providing technical knowledge in hydraulics, internal design, and constructability reviews. Essential Functions Coordinates and manages water and wastewater capital projects with other City staff, local, state, and federal governmental agencies, engineers, contractors, and the public in order to sustain or enhance service levels to the public. Prepare Request for Proposals (RFP’s) and then selects, administers, and manages contracts for and reviews the design of capital projects by consultants from conceptual studies to final design. Negotiates utility easements with property owners. Manages the bidding process for construction projects according to City policies and procedures. Procures contractors and provides construction management oversight, including construction inspection services, for water and wastewater projects. Manages construction contracts to ensure budget, contract and schedule compliance. Advises the City regarding unforeseen construction problems and negotiates change orders with contractors. Supervises and ensures completion of as-built construction plans by contractors and consultants. Prepares purchase orders and other project correspondence, reviews and approves contractor pay estimates. The Civil Engineer I will complete the Project Management tasks listed above with significant input and assistance from the Engineering Manager. The Civil Engineer II will be expected to complete these tasks themselves with limited oversight. The Civil Engineer II will be expected to assist in preparation of the utility capital budget while developing pre-concept, preliminary, and final cost estimates for each project. During emergency operations the Civil Engineer II will manage complex projects and teams working to repair infrastructure and return service to customers. During these emergencies each position is expected to provide thorough documentation of work completed and decisions made. During emergency operations the Civil Engineer II will be responsible for completing small designs to ensure these repairs are made. The Civil Engineer II reviews and revises City Master Plans and Development Standards on a periodic basis. Assists development review staff in ensuring planned utilities associated with developments are accurately sized and can be maintained by staff in the future, and conform to adopted master plans. JOB SUMMARY: The Overnight Shelter Program Coordinator will assist guests who are experiencing homelessness and are often times struggling with substance abuse, trauma, physical or mental health. The Coordinator will work with the Shelter Manager, Lead Coordinator, shelter staff, Community Partnership Administrator, and other service providers, the Shelter Coordinator will assist with overnight shelter services and provide guidance. The salary range for this position is $20.18- $27.25 per hour with a starting pay rate of $21.50 per hour. Position will remain open until filled. The Program Coordinator will assist with the shelter program which provides accommodations for adults experiencing homelessness and are often times struggling with substance abuse, trauma, physical or mental health. The Coordinator is responsible for ensuring a safe and caring environment. Working with the Community Partnership Administrator and other service providers, the Shelter Coordinator will assist with basic operations of access to mail, laundry, showers, computers and other basic services. This position involves on-site shift hours that may vary, working 19 hours or less per week. The assigned tasks in this job description are based on current information and are subject to modification as needed. The starting pay rate for this position is $21.50 per hour. Position will remain open until filled. ESSENTIAL JOB FUNCTIONS: Deliver onsite operations of the shelter program and/or alternate temporary accommodations. This includes access to basic services of showers, restrooms, laundry, lockers, mail, computers. Provide direction and oversight of shelter volunteers. Provide services consistent with our values, ensuring clients are treated with respect and dignity. Assure the completion of proper daily opening and closing procedures. Maintain a safe, controlled environment. Oversee execution of all COVID19 protocols, including guidance and support to shelter volunteers, as needed. Work with Shelter Manager, volunteers, and partners, such as the onsite security team, to observe and respond to member behaviors accordingly. Respond to emergencies and coordinate crisis intervention as needed. Provide progress reports to the Shelter Manager including client attendance and incident log. Enter data into the Homeless Management Information System (HMIS). Liaise with partnering agencies, and safety/security personnel on site to ensure all policies and procedures are followed. OTHER JOB FUNCTIONS: Provide input to Community Partnership Office and Shelter Manager in updating processes and procedures for delivery of program services as necessary. Assist the Shelter Manager in participating in collaborative community meetings, networking and providing brainstorming solutions related to sheltering the homeless community. JOB QUALIFICATIONS: Knowledge, skills and abilities: Excellent interpersonal skills Teamwork and leadership abilities Able to be on-call for, and respond to, emergencies, including outside of standard business hours Comfort relating to and working with many kinds of people Familiarity with people experiencing homelessness or similar situations Ability to be calm, tactful, and thoughtful under pressure Excellent conflict resolution skills Core competencies: Accountability, Integrity, Transparency & Honoring the Public Trust, Collaboration, Innovation, Safety, Excellent Service with Courtesy and Kindness Job Specific Competencies: Conflict Resolution; Problem Solving; Initiative Education and/experience High school diploma or general education degree (GED); and minimum of 6 months of related experience and/or training, one-year experience preferred.
