    The City of Waco Seeks
    Join our team where you will play a pivotal role in ensuring the financial health of our organization. In this position, you will supervise the daily operations of our Accounting Department, overseeing a talented team as we manage critical functions such as accounts payable and receivable, journal entries, account reconciliation, and financial reporting. You will not only lead and develop your staff, but also ensure compliance with departmental policies and procedures, while maintaining the accuracy and integrity of our financial records. Your expertise will guide the preparation of internal and external reports, assisting auditors in their evaluations, and collaborating with other city departments to address financial issues and policies.

    Minimum Qualifications
    Required:
    • Bachelor's Degree in Finance, Accounting, Business Administration, or a related field
    • 5 years experience in accounting
      • Or an equivalent combination of education and experience
    • Valid Texas Driver's License
    Preferred:
    • Master's Degree in Accounting, Business Administration, or a related field
    • Certified Public Accountant (CPA) from Texas State Board of Public Accountancy

    Position Overview
    The Accounting Manager will oversee the accounting operations of the City of Waco, ensuring accurate and timely financial reporting, compliance with accounting standards, and the implementation of efficient accounting processes. This role involves managing the accounting team, overseeing the general ledger, preparing financial reports, and providing strategic financial insights to support the City's financial objectives. The Accounting Manager will also play a key role in developing and enforcing accounting policies and procedures.

    Essential Functions
    • Supervises staff and daily operations within the Accounting Department, including accounts payable or receivable, revenue, journal entries, account reconciliation, internal controls, financial reporting and audit support; performs duties within scope of authority and training; duties may vary according to job assignment.
    • Oversees the work activities of assigned staff and monitors documents and accounts for compliance with departmental policies and procedures.
    • Supervises staff; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills and evaluates performance; provides technical guidance, assistance and training; meets regularly with staff to discuss and resolve workload and technical issues; develops work plans and assures required deadlines are met; reviews work and verifies the accuracy of financial records.
    • Assists with development and preparation of internal and external financial reports, financial analyses, regulatory agency reports, consolidated financial statements and Annual Comprehensive Annual Financial Report (ACFR); assists auditors with preparation of annual financial analyses and reports.
    • Supervises a variety of technical accounting functions for the City; evaluates and analyzes financial issues and policies and recommends solutions; coordinates work with other City departments and public agencies;
    • Using knowledge of Accounting policies and procedures, maintains financial records, reviews and processes technical accounting documents and evaluates and corrects technical accounting information.
    • Ensures the accuracy and integrity of the general ledger and financial records, and reconciles accounts to resolve discrepancies in a timely manner, within scope of authority.
    • Interprets and explains the City’s accounting policies, procedures, rules and regulations.
    • Prepares status reports and assures effective communication of financial issues.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
