The County of Monterey is accepting applications to fill Management Analyst II vacancies in the Sheriff’s Office, Health Department and Treasurer-Tax Collector’s Office.
Sheriff’s Office: The Corrections Operations Bureau is seeking an individual who will be responsible for the development, data collection, analyses, and reporting requirements for all incarcerated persons’ grievances and complaints related to the safety, care, and custody of incarcerated persons. The incumbent functions as an independent entity to serve as an Ombudsperson or Special Advisor on sensitive and/or critical issues relating to the Monterey County Jail and works collaboratively with Jail Executive Management Staff to resolve issues to increase the safety and security of the Monterey County Jail, the public, and the incarcerated population.
This position is responsible for conducting confidential interviews with incarcerated persons, attorneys, staff, families, and the public; maintains confidential records; works closely with Jail Management Team and County Counsel to protect the Sheriff’s Office from potential litigation; and may testify in court, deposition or other official hearings to explain Ombudsperson services.
The ideal candidate will have a strong computer systems and applications knowledge, background in conflict resolution, inmate advocacy, and correctional facility operations. The ideal candidate will also be adept at handling sensitive issues and possess excellent communication and interpersonal skills.
Health Department: The Behavioral Health and Clinic Services Bureaus of the Health Department is seeking individuals to fill Managmeneat Analyst II vacancies.
Behavioral Health Bureau :The Monterey County Behavioral Health Bureau, a division of the Monterey County Health Department. In collaboration with its partners, promotes prevention services and provides a wide range of mental health and substance use services throughout the county. The Bureau’s services reached over 12,000 individuals, encompassing adults, youth, young adults, children, families, and caregivers. The Bureau provides, either directly or through its contracted provider agencies, a variety of services in outpatient, residential, and school-based settings. From prenatal through the senior years, its services are provided to those who are experiencing severe mental illnesses and substance use challenges. This includes MediCal eligible beneficiaries and those within underserved populations, ensuring that everyone finds the support they deserve.
The Management Analyst II position will provide contract oversight and management to support the Adult System of Care, encompassing Agreements with local Board and Care, Specialty Mental Health Services, State Agreements and several MOUs.
Clinic Services Bureau : The Clinic Services Bureau operates 12 clinics: Alisal Health Center, Seaside Family Health Center, Monterey County Health Clinic at Marina, Bienestar Salinas, Bienestar Marina, Laurel Family Practice Clinic, Laurel Internal Medicine Clinic, Laurel Vista Clinic, Laurel Pediatric Clinic, NIDO Clinic, Alisal Integrated Health Center, and a Mobile Clinic. The clinics are designated as Federally Qualified Health Centers, and provide preventive, primary, and specialty medical care services.
The Clinic Services Bureau is seeking an individual with excellent organizational, detail-oriented, analytical, and interpersonal communication skills to fill its Management Analyst II vacancy in Administration. The incumbent will be primarily responsible for managing the medical staff credentialing process, which is essential for patient safety, regulatory compliance, and billing. The incumbent will also be responsible for overseeing and maintaining clinic permits and licensures; developing and monitoring contracts; managing various student loan repayment programs; researching, analyzing, and assisting in the implementation of new service lines; and providing supervision to administrative staff.
Treasurer-Tax Collector’s Office: The County of Monterey Treasurer-Tax Collector (TTC)prides itself on collecting, protecting, and investing in the future of our county. We do this within the three divisions of our department: Revenue, Treasury, and Property Tax.
The Management Analyst II plays a key leadership role overseeing administrative and analytical functions across three major programs: Transient Occupancy Tax (TOT), Commercial Cannabis Business Tax, and Business Licenses. This position manages staff responsible for billing, collections, reporting, and accounting, ensuring efficient and accurate operations.
The ideal candidate brings demonstrated expertise in customer service, document processing, and payment handling, along with the ability to interpret and apply legal codes and policies. Success in this role requires strong analytical skills, the capacity to drive operational improvements under tight deadlines with minimal supervision, and excellent written and verbal communication skills.
The incumbent regularly represents the TTC in high-level settings, including presentations before the Board of Supervisors, participation in Standing Committee meetings, and collaboration with key internal and external stakeholders.
This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to any higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

- Prepares and presents written and oral reports on recommendations, data, impacts, options, strategies and conclusions that are based on analyses.
- Develops, prepares, modifies and monitors items/areas such as budgets, grants, research projects, and contracts.
- Implements and evaluates policies, procedures and programs related to the assignment.
- Works closely with managers and other staff within the department and the County to anticipate, obtain and provide ongoing and accurate information.
- Coordinates activities related to projects, programs and/or other areas being analyzed.
- Interprets policies and procedures to department staff, County employees and external agencies and individuals.
- Researches, interprets and complies with local, state and federal codes, regulations, laws, policies, procedures and guidelines.
- Attends or serves as management liaison at meetings/functions such as committees, task forces, community forums, commissions, and conferences.
- Obtains data/information from internal and external departments and agencies in regard to areas being analyzed such as funding sources, interdepartmental activities, and programs.
- Plans, develops, conducts and evaluates training/informational programs for staff and/or the public on administrative or management issues.
- Provides direction to internal and external parties on assigned projects and activities.
- May supervise support and technical staff and serve as lead to Management Analysts.
- Performs other related duties.

Education Bachelor’s degree in business administration, public administration, social services, political science, education, or a related field.
Experience One year of experience performing administrative analytical duties in a position equivalent to the Monterey County Classification of Management Analyst I.
ORFour years progressively responsible experience in positions requiring administrative analysis, training, report writing and/or interpreting complex governmental regulations are examples of typical alternatives to education.
Additionally, two years of successful post-graduate experience is an example of a typical alternative to the experience requirement.
