    Job Summary:

    Under general direction of the Director, the Talent Acquisition Partner provides support functions throughout the hiring life-cycle. The Incumbent contributes to the overall success of the of the Employment Services program by providing high level customer service, performing proficient business processes throughout the full cycle recruiting process, and by taking a consultative approach to advising hiring managers to ensure the attraction and selection of a broad and diverse pool of qualified candidates for staff and student and as needed support to management positions.

    Responsibilities:

    Talent Acquisition:
    - Coordinates the talent acquisition and recruitment processes for staff and Management positions, including strategic sourcing; the development and/or review of interview questions and test materials; coordination of interview schedules; and advising Hiring Managers on the appointment recommendation process.
    - Consults with and advise key stakeholders on critical aspects of searches, including planning, attraction, selection, offer, and onboarding.
    - Conducts detailed recruitment planning meetings with Hiring Managers to establish recruitment strategies and timelines.
    - Develops job announcements and posts recruitments; screens applicant pool and refers qualified candidates to Hiring Managers.
    - Proctors recruitment testing; plans, designs and develops selection tools, such as supplemental questions, written tests, performance exams, interview questions, and other related test materials.
    - Proposes solutions to recruitment problems. Reviews all interview documentation and recommendations from departments to ensure compliance.
    - Updates Manager(s) on progress of all recruitments.
    - Conducts research, analysis and provides recommendations to key areas of recruitment, including policy, procedure, outreach, assessment, technology, continuous process improvement, retention, and best practices.
    - Utilizes and maintains applicant tracking systems for optimal performance.
    - Monitors recruitment and testing processes and procedures for compliance with Federal, State and Collective Bargaining Agreements.
    - Promotes diversity and inclusion; assist in the development of diversity, equity, and inclusion strategies.
    - Responds to inquiries from internal and external customers; develops strong rapport with campus stakeholders.
    - Utilizes a variety of performance indicators and statistical analyses to advise key stakeholders on cost, quality, time, and satisfaction goals.
    - Campus Reports Administrator (CRA) for Employment Services; creates custom key performing indicator (KPI) reports, evaluates, analyzes, and provides recommendations for areas of improvement.

    Student Employment:
    - Coordinates the recruitment processes for student employment positions.
    - Establish recruitment timelines in collaboration with Hiring Managers regarding student positions.
    - Creates job announcements and posts recruitment.
    - Proposes solutions to recruitment problems and hard to fill student employment positions.
    - Monitors student employment recruitments.
    - Assists in conducting research and analysis; provides recommendations for continuous process improvement, retention and best practices.
    - Responds to inquiries from internal and external customers; develops strong rapport with campus stakeholders.

    Compliance & Processing:
    - Review and coordinate the background check process for all staff and MPPs and maintain compliance with policy standards.
    - Reviews results for all pre-employment physicals.
    - Reviews all Live Scan results for campus.
    - Conducts and/or consults on specialized background checks for UPD in compliance with POST requirements and regulations (background investigations, pre-employment physicals, psychological evaluations).

    On-Boarding:
    - Assist with planning, presenting and/or coordinating the New Employee Orientation (NEO).
    - Generates the employee guest list; coordinates and maintains New Employee Orientation presentation (NEO), benefits materials/FAQs and interactive activities, etc.
    - Administers a post-NEO survey to gather feedback.
    - Coordinates with hiring managers and staff on pre-boarding activities to ensure excellent first-day experience for all new hires.

    Other Classification Related Duties as assigned.

    Minimum Qualifications: Required Education and Experience:

    Bachelor's degree AND/OR the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

    Required Knowledge, Skills, and Abilities:

    - Performance of a variety of administrative, technical and analytical duties of limited to moderate complexity and/or day-to-day administration of a program within an organizational unit under general supervision. Work activities relate primarily to operations and procedures.
    - Work is usually limited to immediate organizational unit, but may coordinate projects within or with other units. Assignments require handling of multiple work priorities and accountability for own work results.
    - Assignments regularly require the use of independent judgment to make decisions, interpret, and apply a wide range of policies and procedures related to the program area and/or administrative specialties. Standard procedures and practices are followed.
    - A wide range of administrative problems related to day-to-day work unit and program operations will require
    solutions. Precedents may often be relied on to determine appropriate solutions.
    - Typically, the work requires limited innovation, but some ingenuity may be used to meet new needs.
    - The work focuses primarily on own work assignments and projects, rather than lead work direction. However, duties may include overseeing clerical operations and providing lead direction to support staff.
    - Working knowledge of general practices, program, and/or administrative specialty. Basic knowledge of and ability to apply fundamental concepts. Working knowledge of budget policies and procedures.
    - Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit, and/or administrative specialty.
    - Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them.
    - Ability to analyze data and make accurate projections using business mathematics and basic statistical
    techniques.
    - Ability to organize and plan work and projects including handling multiple priorities.
    - Ability to make independent decisions and exercise sound judgment.
    - Ability to compile, write, and present reports related to program or administrative specialty.
    - Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as a liaison for the organizational unit.

    Preferred Qualifications:

    - Three years of increasingly responsible technical and/or professional experience performing human resources duties which include recruitment and selection.
    - One year of related Talent Acquisition, Recruiting, or HR Employment experience.
    - Experience with coordinating an onboarding program.
    - Experience in recruitment and selection/talent acquisition.
    - General knowledge of Human resources policies and procedures.
    - General knowledge and skills in Human Resources with a foundational knowledge of public administration principles, practices, and methods.
    - Working knowledge of Human Resources policies and procedures.
    - Ability to learn, interpret, and apply a wide variety of state, federal and local policies and procedures relating to Human Resources and University.
    - Ability to organize and plan work and projects including handling multiple priorities.
    - Ability to make independent decisions and exercise sound judgment.
    - Ability to compile, write, and present reports related to program or administrative specialty.
    - Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as a liaison for the organizational unit.
    - Proficient experience using Microsoft Office and other computer systems

    Compensation and Benefits:

    Anticipated Hiring Range: minimum $3,879 - maximum $5,014 monthly.

    Classification Salary Range: minimum $3,879 - maximum $7,488 monthly.

    The salary offered will take into account internal equity and experience among other factors.

    The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year.     Position Information:

    Full-time/Non-Exempt/Probationary

    Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.

    Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

    Conditions of Employment

    Background Check

    Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

    Drivers License Check

    Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

    Mandated Reporter

    The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
