    San Bernardino County Human Resources, Employee Benefits and Services Division is recruiting to fill a Human Resources Specialist vacancy. This role is essential for supporting the day-to-day administration of our employee benefits programs and services. The current vacancy will focus on billing reconciliation, researching benefit-related subjects, and assisting in benefits administration within a fast-paced work environment.

    The Human Resources Specialist will be responsible for assisting with various functions related to core benefits and service programs. Essential duties include, but are not limited to, the following:
    • Prepare and reconcile billing invoices, resolve claim issues, process changes, and review discrepancy reports.
    • Conduct research and fact-gathering for benefit-related services; prepare reports and correspondence on various topics.
    • Provide support to the Human Resources Analyst in benefits administration.
    • Assist in conducting procedural audits and developing desk procedures.
    • Coordinate and organize special events and projects related to employee benefits.
    • Provide backup support to the Human Resources Technician as needed.

    Minimum Requirements

    Education: An Associate's degree or equivalent completed college coursework (60 semester units) in business or public administration, behavioral science, human resources management, organizational psychology, statistics, or a closely related field. A list of coursework or transcripts (unofficial are acceptable) must be submitted with application if degree (as above) has not been conferred.

    Experience: One (1) year of full-time experience in benefits administration, or a related human resources role. Qualifying experience must include responsibilities such as managing employee benefits processes, preparing and processing benefits invoices, explaining rules and regulations or policies and procedures, and utilizing computer-based systems (e.g., databases, word processing, spreadsheets, or the Internet) to assist employees and the public with benefits-related inquiries and transactions.

    Substitutions: One (1) year of additional qualifying experience may substitute for the required education on the basis of 1 year of experience for 1 year of education (e.g., 12 months of additional experience substitutes for 30 semester units). 2) A Bachelor's degree in one of the qualifying areas may substitute for the required experience.

    Desired Qualifications

    The ideal candidate will possess a Bachelor's degree or higher, three (3) years of experience supporting human resources functions, and have strong technical skills, including experience with Microsoft Word and Excel, EMACS (PeopleSoft) HRIS, and applicant tracking systems.
