    Description

    Under direction of the Deputy Public Works Director/Maintenance Services Manager, this administrative management position directs, coordinates and supervises the operations of various sections of the Maintenance Services Division of the Public Works Agency; provides responsible and complex administrative support to the Deputy Public Works Director/Maintenance Services Manager.
    This is a single position administrative management classification in the Maintenance Services Division of the Public Works Agency and is responsible for his or her assigned sections, assignments and projects. This position reports to the Deputy Public Works Director/Maintenance Services Manager, who has overall responsibility for the entire Division, and is distinguished from the next lower levels of Projects Manager which manages and/or administers assigned Public Works projects from initiation to completion by planning, directing and coordinating activities and Street Maintenance Supervisor or Tree Maintenance Supervisor in that the latter classes are supervisory classifications which direct and supervise semi-skilled or skilled individual employees or crews.

    Essential Functions Include But Are Not Limited To

    • Manages, supervises, and directs sections and programs relating to right-of-way maintenance, urban forestry, median landscaping, roadway cleaning, sanitation inspections, graffiti abatement, sidewalk replacement and coordination of Public Works Department dispatch operations in an urban environment of over 400 roadway miles.
    • Oversees and participates in the development and administration of the Division budget; prepares forecasts of funds needed for Division operation; monitors and approves expenditures.
    • Develops and monitors project budgets and prepares project budget estimates; determines availability of funding for various projects or services.
    • Conducts and evaluates a variety of organizational studies for effectiveness of service delivery methods, process improvement management, and recommends modifications to programs and procedures.
    • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
    • Develops, negotiates and monitors complex Requests for Proposals and contracts; maintains thorough knowledge of contracts and compliance standards and specifications.
    • Prepares and presents staff reports and other correspondence with high-level technical analyses.
    • Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs, including overseeing coordination of Division work order systems, application software and asset management program.
    • Writes detailed employee performance evaluations and represents the City at meetings with bargaining units pertaining to work assignments, job responsibilities and progressive discipline procedures.
    • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
    • Works collaboratively with other City departments to plan, gather input and negotiate and resolve sensitive and controversial issues and coordinates related interdepartmental projects.
    • Serves as staff on a variety of boards, commissions, and committees to ensure the City’s interests are protected; provides constructive and innovative input and maintains awareness of new trends and developments in the fields of public works administration.
    • Responds and resolves difficult and sensitive inquiries and complaints from citizens, internal, and external customers with highly effective dispute resolution results.
    • Assumes division management responsibility in the absence of the Deputy Public Works Director/Maintenance Services Manager.
    • Represents the Division on the citywide safety coordination committee and implements safety practices, procedures and implementation.
    • Performs related duties as required.


    Minimum Qualifications

    Five years of progressively responsible professional-level experience in public works program administration, three of which must have been in a supervisory or management capacity. Graduation from an accredited college or university with a bachelor’s degree in public administration, business administration, urban planning, engineering, or a closely related field may be used in conjunction with experience to meet the minimum qualifications and results in the following knowledge, skills and abilities: DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Knowledge of:
    • Senior level program and project management techniques and municipal government functions.
    • Principles and practices of municipal budget preparation and administration/
    • Principles and practices of public administration; consultant and contract administration and budgeting procedures.
    • Organization and management practices as applied to the analysis and evaluation of programs, policies, operational needs, contract development and administration.
    • Operational characteristics, services, and activities of public works programs such as but not limited to methods and techniques of general construction, maintenance, and repair related to streets, urban forestry, landscaping and design and sanitation services.
    • Principles of supervision, training, and performance evaluation; pertinent federal, state, and local laws, codes, and regulations.
    • Principles and practices of public works construction and applicable State/Federal laws and municipal codes and ordinances.
    • Principles and practices of Total Quality Management and Total Quality Customer Service.
    Ability to:
    • Analyze data, identify alternative solutions, project consequences of proposed actions and implement sound recommendations in support of goals.
    • Research, analyze, and evaluate new service delivery methods and techniques.
    • Communicate clearly and concisely, both orally and in writing and make formal oral presentations.
    • Research and develop new revenue sources.
    • Maintain effective working relationships and work with other agencies, governmental officials, task force members and the public to actively seek innovative resolutions to major issues affecting the City.
    • Develop and implement creative/innovative solutions to a multitude of issues related to public works maintenance operations.
    • Deal diplomatically with a wide variety of clientele.
    • Interpret and apply federal, state, and local policies, laws, and regulations.
    • Develop, monitor and project major operating budgets and expenditures.
    • Administer contracts; plan, prioritize and supervise various work programs involving a large number of professional and technical staff.
    • Coordinate, direct and manage the work of a section.
    • Select, supervise, and evaluate staff and provide for their training and development.
    • Prepare clear and concise administrative and financial reports; effectively negotiate, develop, and administer complex and sensitive contracts related to right-of-way maintenance and sanitation programs
    Skill in:
    • the use of personal computers and current office software applications such as Microsoft Word, Excel and PowerPoint.
    Special Minimum Requirements Must possess and retain a valid California Class C driver's license Special Working Conditions Must be willing and able to work irregular hours including evenings and weekends as needed; must be able to respond 24/7 to a variety of emergency conditions
