    Position Scope

    Salary range is the entire compensation range for the position classification.

    Hiring range is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, training, and equity amongst other City employees in a similar position.

    GENERAL PURPOSE: Under general supervision, coordinates social services programs and activities in the areas of human and housing services.

    Primary Duties and Responsibilities

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

    • Supervises and trains staff; prioritizes and assigns tasks, prepares work schedules, develops staff skills and conducts performance evaluations, provides direction and guidance in technical and procedural areas
    • Coordinates and networks with outside agencies, identifies potential partners and funders, and supports community initiatives
    • Builds and maintains community partnerships in human, social and workforce development activities and associated programs
    • Performs research for special projects; collects information on operational, technical, and administrative problems and performs comprehensive analysis; writes clear policies for city staff. and program partners; makes recommendations based on findings to management
    • Provides support and guidance to staff with day-to-day operations and maintenance of assigned programs; develops procedures for program operations; ensures compliance with applicable internal and external requirements to include Federal, State, and Tribal regulations
    • Assists with daily operations and or special projects related to community outreach and resources. These include but are not limited to Community Action Program (CAP) services, city wide special events and any future expansion programs in the area of expertise
    • Prepares cost estimates for budget recommendations and submits justification for budget items; monitors and controls expenditures; assists in maintaining the proper budgetary controls;; advises and updates management on budget related activities
    • Communicates with the general public, city departments, outside agencies, vendors, contractors and others in order to administer and coordinate programs and facilitate operations and special programs
    • Assists in the development of alternate funding sources; researches, writes and administers grants; seeks and fulfills program sponsorships
    • Responds to and resolves a variety of sensitive inquiries or complaints from citizens requiring interpretation of regulations, City and departmental policies and procedures; coordinates and implements solutions for problem resolution;; seeks management assistance when necessary
    • Represents Department by attending meetings and committees; presents information to staff, departments, and management; works with citizen groups or other boards and committees
    • Monitors contracts and agreements for outside services to ensure compliance and proper billing
    • Establishes and maintains effective working relationships with other cities, the county, regional governments, state agencies, sister cities abroad, civic and community organizations
    • Addresses sensitive and confidential matters and materials; prepares responses based on established operational policies and procedures; routes urgent and/or time-sensitive materials to appropriate individuals; and maintains filing systems for related records, procedures, manuals, and materials
    • Performs other duties as required


    Minimum Qualifications & Position Requirements

    Education and Experience:

    Bachelor's degree in Social Services, Public Administration or related field and three (3) years experience in human services, social services, housing programs and/or non-profit agencies, or related, including one (1) year of lead or supervisory experience; OR and equivalent combination of education and experience.

    Additional Information

    Special Requirements: Valid Arizona Driver’s License. Card, Level 1 Fingerprint Card, CPR, First Aid and AED Certifications Required. Evening hours and weekend work and holidays required.

    Physical Demands / Work Environment: Work is primarily performed in an office environment. Must be able to stand for extended periods and occasionally lift up to 50 pounds.
    Reports to: Human Services Manager

    Work Schedule: Monday - Friday, 8:00am - 5:00pm

    12-Month Goals:
    • Conduct a comprehensive Needs Assessment: Evaluate the community's current needs, resources, and gaps in service. Use surveys, interviews, and data analysis to gather information.
    • Build relationships with local organizations: Establish or strengthen connections with local non-profits, government agencies, and community groups that provide assistance.
    • Supervising and quality assurance: Ensure effective supervision and quality control of community action programs,. Implement quality checks to ensure adherence to program standards.
    • Complete training: Participate in trainings or workshops on community assistance programs, including vest, practices, new trends, and innovative approaches.
    • Create a resource guide: Develop a comprehensive guide to available community assistance resources, including contact information and eligibility criteria.
