    Position Scope

    APPLICANT REVIEW, INTERVIEWS, AND CANDIDATE SELECTION MAY OCCUR PRIOR TO CLOSING

    Salary range is the entire compensation range for the position classification

    Hiring range is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, training, and equity amongst other City employees in a similar position

    GENERAL PURPOSE: Under general supervision, creates and maintains databases containing all City address records. Reviews civil plans and updates the permitting system. Meets with customers (developers, staff, and residents) on address compliance, education, and issue resolution.

    Primary Duties and Responsibilities

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    • Researches, interprets and analyzes a variety of civil engineering and real estate records to update and maintain City address information.
    • Reviews and interprets source documents such as civil engineering plans, site plans, plot maps, PrePlats, Final Plats, Utility Maps, etc.
    • Assigns and maintains all addresses in the GIS database that are required by and/or requested from emergency services, development, or for any permitting purposes.
    • Creates address numbers using analytical and mathematical procedures.
    • Prepares and sends notification of address updates and changes to internal and external users.
    • Prepares communications with internal and external customers regarding street names/addresses and works with other departments to resolve street naming or addressing issues.
    • Provides City address information and data for use by the public, other City departments, developers, and outside agencies including emergency services.
    • Responds to address inquiries, requests, and complaints in a timely manner.
    • Provides any related address and parcel information for required permits to appropriate personnel.
    • Performs other duties as assigned.


    Minimum Qualifications & Position Requirements

    Education and Experience: Associates degree in Geography, Civil Engineering, or Urban Planning; and three (3) years of civil and engineering and plan review experience customer service experience, and GIS experience, including working with spatial information; OR an equivalent combination of education and experience.

    Necessary Knowledge, Skills and Abilities:

    Knowledge of:
    • Concepts behind data management in a relational database and clear understanding of fundamental theoretical concepts such as map projection, data accuracy and spatial modeling.
    • Civil engineering documents and plan review.
    • Principles and practices of Geographic Information Systems (GIS).
    • City organization, operations, policies and procedures.
    • Lean Six Sigma and process improvement.

    Skill in:
    • Listening and communicating effectively, including verbal and written.
    • Analytical and mathematical skills.
    • Database manipulation.
    • Creating and maintaining GIS data.
    • Recognizing problems, identifying alternative solutions, and making recommendations to peers and management.
    • Operating a personal computer utilizing a variety of software including Microsoft Office products, ArcGIS, AutoCAD, and Bluebeam Revu,

    Ability to:
    • Work collaboratively with City employees, customers, and clients.
    • Manage time and work independently.
    • Display good analytical reasoning skills.
    • Assess and prioritize multiple tasks, projects and demands.
    • Plan and organize work.
    • Set schedules and timelines and successfully meet deadlines and target metrics.
    • Produce written documents with clearly organized thoughts using proper English, sentence construction, punctuation and grammar.
    • Read, understand, develop, manipulate and analyze digital geographic information.
    • Establish and maintain positive, effective working relationships with those contacted in the performance of work.
    • Adapt to changes and thrive in an environment of continuous improvement.
    12 Month Goals:
    Within the First Month:
    Review Design Standards and Policies:
    • Obtain copies of the City’s design standards and policies manual.
    • Regularly visit the City's website and familiarize yourself with the available resources.
    • Explore GIS tools and understand their applications in your daily tasks.
    • Study City addressing requirements for future city review of all addressing and street name assignments
    • Explore various documents and familiarize yourself with all related plans
    • Become familiar with Bluebeam Revu Software and the typical tools used to provide comments on review sessions.
    Understand Review Checklists and Guides:
    • Read and understand all applicable and assigned City review checklists and standard review guides.
    • Study submittal requirements for address maps, site plans, preplats and street name exhibits.
    • Make notes on any initial questions or points of clarification needed for discussion with your supervisor or colleagues.
    Within the First 3 Months:
    Complete Assigned Plan Reviews:
    • Begin reviewing submittal packages under your supervisor’s guidance.
    • Take notes on recurring issues or common points of feedback to enhance your understanding.
    • Make sure submittals follow City guidelines.
    Understand Departmental Interactions:
    • Learn about the responsibilities of other departments and how your role interacts with theirs.
    • Attend inter-departmental meetings or briefings to observe communication and collaboration dynamics.
    Within the First 6 Months:
    Conduct Reviews with Minimal Supervision:
    • Gradually transition to conducting reviews with less direct supervision.
    • Ensure that your comments and feedback are consistent with City policies and guidelines.
    • Develop a clear and concise method for documenting and communicating your review comments on the submittal plan set or requested emails.
    Coordinate with Other Departments:
    • Work with other departments to compile cohesive feedback for applicants.
    • Participate in inter-departmental meetings and contribute to technical discussions.
    • Build relationships with colleagues in other departments to facilitate better coordination.
    Within the First 12 Months:
    Assist Your Supervisor:
    • Work independently on most assigned tasks.
    • Offer support in various tasks, such as conducting research, or helping with other unassigned projects related to your position.
    • Take on more responsibilities as assigned by your supervisor.
    Improve Design Policies and Standards:
    • Use your growing experience to identify potential areas for improvement in design policies and standards.
    • Collaborate with your team to develop and implement new strategies for enhancing the review process.
    • Stay updated on industry best practices and bring new ideas to your department.
