ABOUT THE LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:
The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DHS operates as an integrated health system, operating 25 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. Across the network of DHS' directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 600,000 unique patients each year, employs over 23,000 staff, and has an annual operating budget of 6.9 billion. Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

DEFINITION: Responsible for a department's marketing program.
Essential Job Functions- Plans, develops, implements and monitors departmental marketing strategies and programs.
- Supervises staff engaged in departmental marketing programs, if needed.
- Oversees the creation and maintenance of the organization's brand identity and execution; Coordinates with facility leadership, government relations and public information staff to implement brand campaigns across key stakeholders and target audiences.
- Develops and sustains social media strategies across various platforms to support organization brand recognition and grow stakeholder engagement in the organization's services, programs, and initiatives.
- Negotiates with marketing sponsors and governmental agencies in matters relating to the sponsorship of signage, donations and licensing of intellectual property.
- Analyzes new marketing programs to determine their appropriateness for the department and recommends programs that are within County Marketing's guidelines and standards.
- Prepares promotional materials for obtaining sponsorship agreements.
- Conducts market assessments and develops and modifies marketing plans to meet department goals; Analyzes and interprets campaign metrics through the use of marketing analytical tools to optimize content performance.
- Prepares special reports and recommendations for the Board of Supervisors, governmental agencies and officials.
- Prepares marketing data for determining financial considerations for marketing programs.
- Prepares awards, grants and loan applications.
Requirements SELECTION REQUIREMENT: TRAINING AND EXPERIENCE: OPTION I: Two (2) years’ experience in a public agency * assisting in the negotiation and implementation of marketing programs.
OR OPTION II: Three (3) years’ experience in private sector ** marketing implementing marketing projects.
* Public agency is defined as: the Government of the United States; any agency of the United States, or government of a state, which includes counties, cities, school district, and etc.
** Private sector is defined as: Organizations of the national economy that are owned, controlled and managed by private individuals or enterprises rather than direct government control.
LICENSE:A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS II - Light: This class requires light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
DESIRABLE QUALIFICATIONS: Additional credit will be given to applicants who possess the following desirable qualifications:
- Additional years of recent *** experience in the negotiation and implementation of marketing programs, beyond the Selection Requirements.
- Experience managing **** graphic artists, photographers, video production specialists and other marketing assistant staff who are creating marketing deliverables for the implementation of marketing projects.
- A master’s degree ***** or higher from an accredited college or university with specialization in Marketing, Communications, Journalism, Public Relations, English, or other closely related major.
*** Recent experience is deemed to be within the last five (5) years.
**** Manager level experience is defined as: Organizes, plans, implements, and controls functions and programs; develops and implements procedures and guidelines; formulates short-term and long-term goals and objectives, directs and supervises staff, allocates resources, determines staff training needs; etc.

County employees who wish to meet the requirements using out-of-class experience will be considered for this examination. Those claiming out-of-class experience should describe their out-of-class duties in detail in the Work Experience and Supplemental Questions sections of their application. Applicants are also encouraged to submit any supporting documentation such as out of class/additional responsibility bonuses, verification of experience documents, and performance evaluations in order to assist staff’s review of applicants' qualifications.
Additional Information EXAMINATION CONTENT: This examination will consist of an evaluation of experience and education based upon application information, desirable qualifications and supplemental questionnaire, weighted 100%.
Candidates must achieve a passing score of 70% or higher on this examination to be added to the eligible register.
ELIGIBILITY INFORMATION:Applications will be processed on an
"as received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.
The names of candidates receiving a passing grade on the examination will be placed on the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of eligibility.
