Annual Salary: $92,000 to $105,000

HOW THIS POSITION SUPPORTS THE DEPARTMENT’S VISION:

This leadership position will serve as the Project Manager of the Taxation Division’s Integrated Tax System. This lead management position will oversee approximately ten full-time employees and one Manager level team member. This position will monitor and direct the day-to-day operations and functionality of the Taxation Integrated Tax System in collaboration with the vendor’s operations team. As part of the Project Manager role, it will be essential that this individual monitor vendor contracts to ensure all systems requirements are met and priorities are established. This position will also provide oversight and leadership to the Electronic Services team of data analysts and a variety of technical development projects. Additional duties include professionally developing direct and indirect reports, aggregating, arranging and displaying current and historical production data that will be used to drive decisions, continual improvement of our processes, reinforcing lean six sigma values, transforming and building teams, embedding a strong sense of purpose in this group, and assistance with drafting and managing a budget for the Integrated Tax System and the Electronic Services team.

  • DUTIES PERFORMED TO SUPPORT THE DEPARTMENT’S VISION:

    • Coordinate daily operational functions of Taxation Integrated Tax System, set achievable deadlines, streamline management systems and work closely with tax system vendor for maximum efficiency.
    • Work closely with all areas of Taxation to understand and review system defects and enhancement requests related to the Integrated Tax System and effectively communicate issues to the vendor’s Product Manager.
    • Provide direction and instructions to Taxation team members in order to effectively complete testing of changes within the Integrated Tax System prior to production code migrations and system updates.
    • Be an out of the box thinker, and visionary who will lead the Division into the future through data analytics and customer service processes.
    • Focus on continuous process improvements with the ultimate goal of enhancing the customer experience.
    • Cultivate a positive and respectful work environment through collaboration with other members of the Division and the Leadership team.
    • Contribute to the strategic execution of the Department’s mission by managing day-to-day operations of the Systems Support and Electronic Services team.
    • Monitor budgets, vendor contracts and improve organizational efficiency.

QUALIFICATIONS:

  • Bachelor’s Degree or equivalent combination of education and experience.
  • Five (5) or more years of professional experience in business, public service or law enforcement administration and knowledge of business administration, management and state government.

  • Extensive leadership and proven management skills and strategic planning of diverse and complex operations
  • Ability to lead others to support and promote a diverse and inclusive workplace and ensure high quality customer service
  • Ability to develop and lead process improvement projects through successful project management principles
  • Ability to develop and utilize data to evaluate and measure performance and deliverables
  • Knowledge of Missouri government budgeting process and Missouri state tax law
