The Bureau of Investigation & Enforcement (BIE) Manager is a professional level position that works in a newly approved Missouri industry regulating the activities of cannabis licensees. The cannabis industry will be in the building and implementation phase of growth for many years to come. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division of Cannabis Regulation with developing and improving the regulatory program to ensure Missourians have safe access to cannabis. BIE is responsible for investigation and enforcement activities against licensees and individuals due to non-compliance with constitutional laws and related rules.

What you’ll do:

  • Works with SCE leadership and BIE supervisors in investigating and enforcing assigned and internally generated case reviews to ensure licensees and individuals are in compliance with Article XIV and 19 CSR 100-1. The subjects of these investigations includes large scale, multi-million dollar facilities that grow cannabis, manufacture products, test product, transport products, store and dispense products to eligible individuals, in addition to certified physicians, facility agents, qualifying patients, primary caregivers, cultivators and consumers.
  • Responsible for planning, developing priorities, reporting outcomes and developing and implementing processes and procedures for the Bureau; responsible for the work and outcomes of the Bureau.
  • Develop and carryout training and a training program for Bureau staff ensuring staff have the resources needed to complete their job.
  • Manage and oversee supervisors within the Bureau; ensures staff, direct and indirect reports, are trained and are adhering to established protocols consistently throughout the Bureau; evaluate staff performance and provide mentoring and coaching for a successful team.
  • Assist the Bureau with the interpretation of Article XIV and 19 CSR 100-1 as it relates to the compliance and enforcement of licensed and certified cannabis facilities. Provide staff and industry with guidance on the statute, laws, and rules related to cannabis; required to have advanced knowledge of applicable laws and rules, as well as the processes and activities for the different license types and individuals under the Division's authority, including medical, comprehensive, testing, research, transportation, microbusiness, facility agent, qualifying patient, primary caregiver, and personal cultivator.
  • Oversees the review of formal and informal complaints against cannabis licensees, facility agents, certified physicians, qualifying patients, primary caregivers, cultivators, and consumers to determine if an in-depth investigated review should be initiated.
  • Oversees the review of the statewide track and trace system data for compliance and investigative purposes. Utilizes this data and investigation tool on a daily basis to address issues and concerns, research trends and identify industry-wide compliance issues.
  • Recommend/approve and follows-up on any enforcement type actions taken with licensees or individuals, including notices of violations, warning letters, administrative holds, restrictions, suspensions, revocations or other penalties.
  • Collaborate with other bureaus and units within DCR and ensures that the Bureau as a whole collaborates as needed. Exercise considerable initiative and judgment in planning and carrying out assignments; receive general administrative direction and is able to carry out the full scope of responsibilities of the Unit with minimal oversight.
  • Cooperate with other sections, agencies, law enforcement entities, the Office of the Attorney General, prosecuting attorneys’ offices and Administrative Hearing Commission in directing investigations and presenting cases.
  • Complete other duties as assigned.


Minimum Qualifications

  • A Bachelor’s degree from an accredited college or university with a minimum of fifteen (15) earned credit hours in one (1) or a combination of the following: Criminal Justice, Law Enforcement, Criminology, Business Administration, Social Sciences, Environmental Sciences, or a closely related field preferred. (Substitutions may be allowed).
  • Seven (7) or more years of regulatory compliance preferred, including civil, administrative, or criminal investigative (non-clerical) experience (e.g., tax fraud, licensing, environmental, client care, public assistance, insurance, or military).
  • A high level of initiative and problem solving skills in areas of responsibility.
  • A proven track record of successfully managing and supervising a highly technical team.
  • Ability to work in a fast paced environment with many competing priorities.
  • Ability to take administrative guidance and direction and complete projects and tasks with minimal oversight.
  • Ability to develop effective solutions and strategies.
  • Ability to mine data systems and use the data for the purposes of compliance and investigative needs.
  • Ability to organize and manage time efficiently.
  • Ability to clearly and effectively communicate verbally and in writing.
  • Ability to adapt to constant program development, change and improvement.
  • Ability to apply critical thinking skills and find solutions to new situations on a regular basis.
