Job Description

Two full-time positions available with the Water Department, Regulatory Compliance Division located at 7600 Front Street and Kansas City Household Hazardous Waste Facility located at 4707 Deramus Ave
Salary Range: $24.77-$37.16/hour
Normal Work Days/Hours: Monday-Thursday, 8:00 a.m.-4:30 p.m.

Responsibilities

Regulatory Compliance:
  • Inspects sewer systems, manholes, storm drains and appurtenances for adherence to construction, maintenance or operational standards.
  • Reports findings and prepares work orders for needed repairs.
  • Inspects waste disposal facilities to determine their compliance with the requirements on waste discharge permits and prepares reports as to compliance or conditions needing improvement or alteration.
  • Conducts special water supply or waste water treatment facility sampling surveys.
  • Makes reports on findings to supervisor.
  • Makes site inspections to determine if facilities are in compliance with applicable regulations.
  • Reports deficiencies to supervisor and follows up to see that necessary instructions and regulations to attain compliance are provided to the operators.
  • Installs and regularly checks fixed and/or mobile station air monitoring and sampling equipment used in air quality monitoring and surveillance program.
  • Compiles air quality data and prepare reports regarding air quality sampling surveys for submission to technical superior.
  • Takes certified smoke readings as required
  • Inspects food and dairy establishments, advises owners and/or operators as to deficiencies; re-inspects as necessary.
  • Performs assigned tasks in laboratory microscopic analyses of biological samples.
  • Receives waste from the general public.
  • Organizes chemicals by hazard class.
  • Packs compatible materials in appropriate containers and prepares for transportation.
  • Completes necessary reports.
  • Performs related duties as required.


Household Hazardous Waste:
  • Involves responsibility for the application of professional environmental skills and knowledge to moderately complex situations involving chemical handling, waste disposal, regulatory compliance, natural resource protection, sustainability and climate change, or other environmental concerns which arise in the course of the City's business.
  • Assists with KC Water's Regulatory Compliance Division, including but not limited to: Self-Monitor Reporting review, writing permits, assisting with inspections, and initiating enforcement response.
  • Assists with the day-to-day operations at the Kansas City Household Hazardous Waste Facility, including the handling of household hazardous materials including but not limited to, paints, household cleaners, aerosols, pesticides, and various unknown chemicals.
  • Assists with the tracking of chemicals from households, as well as Very Small Quantity Generators and other legally acceptable locations.
  • Assists with needs associated with the Household Hazardous Waste Program.
  • Interacting with the public in person and on the phone is required.
  • Assists with on-site management support, and mobile event coordination.
  • Performs customer service at the facility and mobile events.



Qualifications

REQUIRES an accredited Bachelor's degree in an environmentally related field, such as environmental science and related physical and life sciences, environmental engineering and related engineering specializations, environmental law and related legal specializations or environmental studies and related management, environmental planning and related urban planning specializations, environmental education, environmental policy, sustainability, and public administration specializations; OR an equivalent combination of qualifying education and experience. Must possess of a valid state-issued drivers license in accordance with City of KCMO policies. May be required to pass a pre-employment drug screen.

Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.

The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
