ABOUT THE POSITION

The Social Service Worker I is a critical member of the One Door Information & Assistance (I&A) unit of Marin County’s Office of Aging and Adult Services.

Under direction of the Social Service Unit Supervisor, the Social Service Worker I, provides information about and assistance in connecting to services, programs and resources for older adults, persons with disabilities and family caregivers. This position p rovides skillful and cordial customer service in a busy environment to individuals seeking to support their independence and wellbeing or that of family members, friends, neighbors, or clients/patients. Along with fellow I&A unit colleagues, the incumbent is part of the One Door Aging and Disability Connection (ADRC), a partnership between Marin’s Aging and Adult Services and the Marin Center for Independent Living.

In both the I&A and ADRC roles, the incumbent:

  • Works with individuals over the phone (473-INFO), email, and in person, assessing each contact’s concerns and needs and makes referrals to appropriate services and resources offered by public agencies and community-based organizations.


  • Screens, assesses, and helps eligible individuals apply to Meals on Wheels, congregate meals, and In-Home Supportive Services.


  • Records and tracks data in multiple secure data bases. Takes initiative, uses considerable judgment, and provides all services in culturally and linguistically appropriate ways.


  • Conducts community outreach to inform and educate individuals and community groups about services, programs, and resources.


  • Keeps abreast of relevant services, programs and resources and works with the supervisor and peers to deliver service.


Hybrid Schedule

The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

The ideal candidate for the Social Service Worker I, position has experience in generalist social work practices and customer service and possess demonstrated written and oral communication skills sufficient to provide clear and concise information to a diverse range of individuals. The candidate can function effectively in a team environment and work collaboratively with internal and external partners. The ideal candidate can perform in a busy environment, maintaining a consistently calm and professional demeanor.

In addition, the ideal candidate is/has:

  • Knowledgeable about services, programs, and resources in Marin County for older adults, persons with disabilities and family caregivers and is experienced in referring and coordinating services with both internal and external agencies to serve the needs of these populations.


  • Experience interviewing, assessing, counseling, and educating clients or customers about services, programs, and resources.


  • Solid computer skills and experience working with online resources and the ability to record and maintain client data in multiple data bases in an accurate and timely manner.


  • Experience and training in Aging & Disability Resource Connection options counseling and presenting to groups is highly desirable but not required.


Qualifications

Knowledge of
  • Basic principles, practices and techniques of social work.
  • Current trends in the field of social service.
  • Principles and techniques of interviewing.
  • Methods of social work record keeping, including computer applications related to the work.
  • Community organizations and resources and the social problems calling for the use of public and private resources.
  • Basic principles of public assistance policies and programs.
  • Techniques of outreach in a targeted community or population.
Ability to
  • Analyze client situations and social services needs in assigned area(s) of responsibility.
  • Develop, prepare and implement effective case work plans.
  • Apply applicable laws, rules, and regulations to social service operations.
  • Interpret social service programs for applicants, recipients and others.
  • Use appropriate community resources and services effectively.
  • Utilize supervision and direction effectively.
  • Prepare clear, concise and accurate case records, reports, correspondence and other written materials.
  • Maintain accurate records and files.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
Minimum Qualifications

Either equivalent to graduation from a four-year college or university with coursework that has included 30 semester or 45 quarter units in social welfare, social/human services, sociology or other behavioral science and one year of professional-level social services work in a public or private social services agency; or successful completion of 30 semester or 45 quarter units in social welfare, social/human services, sociology or other behavioral science and two years of professional-level social services work in a public or private social services agency; or possession of a Master's degree in Social Services or a two year counseling program by time of appointment.
