Job Description

Minimum Qualifications

For the duration of the NY HELPS Program, this title maybe filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The minimum qualifications for Office Assistant 2 (Calculations), SG-09 are: One year of experience where most work time is spent performing mathematical operations, and/or clerical activities related to mathematical operations.

REASSIGNMENT QUALIFICATIONS:
You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive or 55-b/55-c service as an Office Assistant 2 (Calculations), SG-09.

ELIGIBLE LIST APPOINTMENT:
Currently reachable on the Office Assistant 2 (Calculations) eligible list.

70.1 TRANSFER QUALIFICATIONS:
You must be a qualified employee of New York State and eligible for transfer under Section 70.1 of Civil Service Law which requires one year of permanent, competitive, or 55-b/55-c service in a title allocated to a Grade 9.

For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special qualifications for transfer as detailed above.

55-b/55-c QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55-b/55-c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/55-c of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The promotion minimum qualifications are: one year of permanent competitive service as an Office Assistant 1.

PROVISIONAL QUALIFICATIONS:
Based on the results of the required recruitment/canvassing for the Office Assistant 2 (Calculations) position, OPRHP may make a provisional appointment to this position. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Office Assistant 2 (Calculations) exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:
Candidates must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service in an office assistant, clerical, or keyboarding title allocated to Grade 6 or higher. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Duties Description

Under the direction of the Regional Director of Finance, the incumbent would support the Regional Finance Office in the revenue department.
Duties include, but are not limited to:
• Compile and prepare financial data related to utilities, reimbursements, staffing, refunds and contracts.
• Supervise permanent and seasonal staff within the department.
• Provide training and guidance to staff within the department to include Purchasing and Revenue procedures and NYS Finance Law and best practices.
• Process Vendor requests for payment and assist Park Staff with verifying accuracy of procurement records.
• Create and maintain databases and assist with spending reports for the region.
• Approve vouchers verifying all information is accurate and respond to incorrect charges and coding in ESettlements.
• Assist Permit Office and Park staff with Patron Refund Requests.
• Process Direct Pays, interagency payments and employee reimbursements.
• Create schedules for Parks throughout the region pertaining to Contracts (including but not limited to currency pick up, garbage and roll offs); audit contract invoices and resolve discrepancies prior to submission
• Receive orders, schedule deliveries, ensure delivery tickets match invoices for goods/services and prices are accurate pertaining to State Contracts.
• Reconcile procurement card transactions and assign charges to correct facility and funding source.
• Other duties as appropriate for this title and position.

• Must have good organizational skills, accuracy and the ability to multi-task.
• Must have basic computer knowledge in MS Office applications including Microsoft Word, Excel, and Teams.
• Must have the ability to work effectively independently, in a team dynamic, and across multiple departments.

The hiring rate listed combines the statutory hiring rate for CSEA Grade 9 ($41,399) with the Downstate Adjustment ($3,400). Similarly, the job rate posted is a combination of the statutory job rate ($50,884) and the Downstate Adjustment ($3,400).
