Position Description

Coordinate construction projects with partner agencies, contactors, utility work, consultants coordinating and assigning all construction activities, and ensuring compliance to policies, procedures and contract documents.

Work Location: This position currently works on-site only, both field and office.

The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

• Assist in the management of City construction projects, including project planning, design, construction, budget, cost estimates, and schedules.
• Participate in procurement bidding, and request for proposal development.
• Plan, assess, and monitor the work of assigned staff, providing mentorship and technical assistance as needed.
• Prepare contract documents, specification, change orders, and assist in the execution of these types of documents.
• Coordinate and monitor rehabilitation of structures and new construction of City projects, with federal, state and local funding.
• Provide liaison on projects between contractors, sub-contractors, owners, consultants, inspections (construction), engineers and partner agencies.

• Identify problems and provide solutions and recommendations as needed.

• Attend construction meetings on a regular basis with all parties involved in the project to discuss and resolve problems.
• Create and maintain project files, participate in contract management, and monitor prevailing wage, and SUBP goals
• Inspect progress on projects and installations during construction phase and at completion to determine the need for corrections or alterations; advise of needed corrections and approve payment to contractors.
• Review plans, change orders, drawings and other contract items applicable for approval or disapproval.
• Review project changes to cut costs maintaining desired quality and compliance with specifications and codes.
• Maintain records, compile data and prepare a variety of reports.

Required Qualifications

Minimum Qualifications: High school diploma or equivalent.

Minimum Experience: A total of six years of experience, which may include education, that demonstrates substantial knowledge of the construction industry and its related activities.

Equivalency: An equivalent combination of education and highly related experience in a similar environment MAY be considered.

Licenses/Certifications: Valid MN Drivers License

Desirable Qualifications -- Language
Bilingual skills in Spanish, Somali, Amharic, Oromo, Hmong, Vietnamese and/or Lao.

Desirable Qualifications -- Cultural competency
Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%) . It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

• Knowledge of construction inspection techniques and construction contract administration.
• Knowledge of construction safety techniques and practice.
• Knowledge of municipal engineering principals.
• Strong oral and written communication skills, and the ability to work with diverse populations.
• Knowledge of City of Minneapolis plans, programs, zoning and building codes; federal, state and local laws, codes, rules and standards for public works; construction, land surveying, demolition and environmental assessments and remedial actions.
• Knowledge of MnDOT Standard Specifications for Construction, City of Minneapolis Supplemental Specifications, City Ordinances, procurement and prevailing wage policies, Davis Bacon prevailing wage requirements, Affirmative Action programs and goals, Apprenticeship Certification Program, Small and Underutilized Business Program requirements.
• Ability to identify and resolve problems and prepare clear and concise technical specification and information reports reflecting the status of projects.
• Ability to read and understand blueprints and detailed plans and specifications.
• Skill in the use of computers and Microsoft Office.
• Skill in estimating values for replacement construction costs and knowledge specialized tools for this work, including computerized systems.
