About our opportunity

We invite you to apply to join our team as a full-time (40 hours weekly) Parks Superintendent for Ebenezer Park. This exciting opportunity will plan, coordinate, and supervise County Park operations, as well as supervise full-time and seasonal employees. In this position, you will be responsible for ensuring safe, quality parks and facilities are made accessible to the general public. This position has considerable responsibility in recommending and overseeing the upkeep, upgrade, construction, and/or renovation of parks facilities, as needed. In this position, you will operate with a high degree of independence and initiative.

The ideal candidate will have experience with managing a large public park, parks operations, undeveloped park property zoned for mixed use including camping, kayaking, large events, land preservation and conservation. They will be skilled in managing contracts, budgets, juggling multiple projects and managing stakeholders while working independently. Possess high ethical and professional standards, effective organizational skills, sound analytical and decision-making skills, and customer service skills. The ideal candidate will hold a bachelor’s degree and at least five (6) years of direct experience in managing large Parks, at least two (2) years of experience supervising staff and possess advanced certifications in their respective fields.

Work Schedule: Monday - Friday, 8:00 am -5:00 pm; occasional evenings and weekends depending on operational needs.

Projected Hiring Range: $75,435.82 - $94,294.79 per year. Compensation is determined based on qualifications.

Essential Duties and Responsibilities:
  • Plans, coordinates, and supervises the operations and administration of assigned County Park(s).
  • Ensures the department’s compliance with applicable federal, state, and local laws and regulations.
  • Supervises full-time and seasonal staff, including scheduling, instructing, assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; performance appraisal; approving employee discipline; and recommending employee discharge as appropriate.
  • Prepares and administers the department budget; procures goods and services as needed; collects, receipts, and records various fees and other payments; prepares deposits; prepares related budget and financial reports.
  • Orders/receives park store inventory and implements inventory control measures.
  • Plans, schedules, coordinates, and executes special events and activities for the community.
  • Develops and implements an annual department work plan based on County goals and values, growth and development issues, identified citizen/recreational needs, and state and federal laws.
  • Oversees the daily operation and maintenance of County parks; assists subordinates with and/or performs facility and grounds maintenance duties as necessary.
  • Supervises and participates in the maintenance of assigned vehicles and equipment. Inspects parks to assess development opportunities and to determine maintenance needs.
  • Develops and implements rules and regulations governing the use of parks and recreational facilities.
  • Takes appropriate steps to ensure the safety of all citizens that utilize park property and facilities, attends special events and take part in activities offered by the department.
  • Enforces Park security, rules and regulations.
  • Informs the public about department projects and programs through preparing news releases, participating in community events, maintaining contact with the news media, and giving presentations to various community/civic/school organizations.
  • Coordinates department activities and functions with those of other County departments, municipalities and outside agencies as appropriate.


About you

Education and Experience Requirements:
  • Bachelor's degree in parks and recreation or related field with six (6) years of related work experience.

Certifications and Licenses:
  • Valid state driver’s license preferred.
  • Must possess CPR and First Aid certifications.
  • Certified Park and Recreation Professional (CPRP)/Blood Born Pathogen (BBP) preferred.

Longevity Allowance
Full-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

Annual Leave
Probationary and regular full-time county employees that work at least twenty (20) hours per week accrue annual leave with pay. Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.

Earning Rate for Full-Time Employees
Full-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.

Sick Leave
Full-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.

Earning Rate of Sick Leave
Full time employees will earn eight hours of sick leave per month of service during a twelve month period.

Quality training and educational programs are available at various times for county employees in order to support workforce development that is consistent with organizational objectives.
