Examples Of Duties

This position, under the direction of the assigned administrator, oversees quality control and resource planning for printing and graphics; leads, guides and facilitates in the printing, bindery, and graphics activities of the District; oversees the District’s mail services; plans and coordinates printing and graphics services; makes recommendations on designs and provides cost estimates; assists District staff with online user options, problem solving, cost effective printing, and graphic selections and solutions; monitors and assists the assigned administrator with the management of the District-wide copier program.

ESSENTIAL JOB FUNCTIONS

1. Leads, guides and facilitates the activities of printing (including offset press operations), graphics and mail room departments; establishes job priorities; approves estimates on orders; monitors progress on department tasks; ensures compliance with District, state and federal regulations; stays current with changing postal regulations and rules.

2. Organizes and assists in backing up tasks and activities performed by staff in all areas of printing, bindery, graphics and mailroom area, including offset press operation, as needed.

3. Assists in the development, maintenance and ongoing analysis of a District-wide copier program; develops price schedules for printing and graphics and administrative copy machine allocation models for budgeting purposes.

4. Approves orders of graphics, printing, and mail room supplies and materials; ensures adequate stock on hand.

5. Provides and coordinates expertise and guidance to building and District staff on efficient copying, printing and graphics options; develops and maintains printing and graphics website with all content and photos.

6. Performs periodic printing services analyses to compare current method of operations to other available operational models, such as outsourcing or other printing methods; researches options, quality and pricing; recommends establishing contracts with most appropriate source(s).

7. Interprets and monitors District-wide print management software that tracks District usage and problem solves with all the District printing devices; advises and assists the administrator with related financial and resource planning decisions; collects and tracks copier meter readings; reports usage to the finance office; reviews the vendor invoices for accuracy; performs monthly reconciliation for all areas of the print shop; consults with District personnel and vendors to resolve problems and assess needs.

8. Organizes and provides periodic training on efficient printing and graphic practices to District staff.

9. Recommends changes and provides ongoing analysis of procedures and policy concepts in relation to printing, graphic and mail distribution functions.

10. Assists in the planning of work systems for processes within all areas of the print shop; oversees quality control of processes, procedures, use of materials and what is best for customers; develops and recommends reproduction procedures.

11. Assists the administrator in identifying equipment replacement needs and on establishing a program for short and long term replacement of print shop and administrative copy machines; identifies and recommends appropriate levels of vendor support; collaborates with software and hardware vendors to ensure quality customer service.

12. Analyzes new equipment design; evaluates, determines, and recommends appropriate equipment and systems; develops, defines and establishes processes to coordinate copier equipment installs and moves within the District.

13. Assists end users with copy and print related issues; acts as back up to network analyst for copier and print issues; coordinates repairs of minor malfunctions or approves outside service as necessary; promotes a high quality customer service environment.

2. Coordinates special projects and performs related duties as assigned, on a temporary basis.

3. Regular, reliable, predictable attendance or physical presence is an essential job requirement and critical to the performance of the work.

CONDITIONS

Required to work beyond the scheduled work day; required to work around heavy machinery with moving parts; exposed to high noise levels; some exposure to hazardous chemicals used in printing; may be required to lift and carry up to 20 pounds, bend, squat, stoop, kneel, crouch, walk, twist, climb, and/or be mobile.

Minimum Qualifications

Education and Experience

Associates degree in printing technology and production methods, visual communication or a closely related field; Bachelor’s degree, preferred; three to five years of increasingly responsible related experience; or any combination of printing, production, graphic and mail room experience and training which provides the applicant with the skills, and ability required to perform the work.

Licenses/Special Requirements

Fingerprints and successful WSP and FBI background clearance/sexual misconduct clearance.

Allowable Substitution

Equivalent combinations of education and experience will be evaluated by the Human Resource Department for comparability.

Skill in the use of a variety of printing and graphic design equipment commonly used in a printing and graphic support services environment.

Skill in layout and design as a production artist using applicable software applications.

Skill is use of mailroom equipment.

Skill in training others in the use of operating a variety of printing equipment.

Skill in obtaining, clarifying, and exchanging information.

Skill in creating training materials and training District staff on efficient printing and graphic services options.

Skill in producing effective written documents, including gathering and collating department specific data.

Skill in communicating technical terms to non-technical people.

Ability to trouble shoot and problem solve end user issues, copier printing, graphic and mailroom inquiries.

Ability to configure the print ordering and job management system.

Ability to provide user management training and guidance.

Ability to operate a personal computer with proficiency and learn and incorporate new software applications and technology.

Ability to formulate and monitor budgets.

Ability to plan, organize, clarify, and exchange information.

Ability to demonstrate reasonable, reliable, and regular attendance.

Ability to provide quality customer service.

Ability to organize, prioritize and coordinate activities.
