The Fresno Fire Department is offering an exciting career opportunity in promoting education, engineering, and enforcement as a Fire Prevention Inspector I.

Fire Prevention Inspector I is the entry level class in the Fire Prevention Inspector series. Incumbents are sworn, non-safety personnel who conduct field inspections of residential, commercial, industrial, and institutional facilities to assess conformity with the Fresno Municipal Code, International (California) Fire Code, National Fire Protection standards (NFPA), and State and local fire safety codes. Under supervision, incumbents inspect, examine, evaluate, and approve the construction or alteration of fire safety systems, and approve the construction or alteration of buildings, structures, and properties for fire hazards and for compliance with local fire ordinances and state laws.

Duties may include, but are not limited to, the following:
- Reviews building construction plans and project construction to ensure compliance with building and fire safety standards.
- Plans and conducts field inspections of residential, commercial, industrial, and institutional facilities to assess conformity with fire safety codes and other laws and ordinances.
- May provide field assistance to fire company personnel as necessary.
- Approves buildings for occupancy based on approval and testing of fire suppression systems, fire alarm systems, and compliance with fire and building codes.
- Provides technical advice to property owners in the methods of controlling and eliminating hazardous conditions.
- Identifies fire hazards, demonstrates fire hazard control techniques, and instructs the general public in fire prevention methods.
- Prepares correction notices and letters pertaining to initial inspections.
- Prepares documentation in support of citations or warrants for arrest of violators.
- Testifies in court on criminal and civil matters filed by the Fire Prevention Division on offenses against fire laws, ordinances, and regulations.
- Prepares and issues infraction and misdemeanor citations for fire code violations.
- Prepares reports, standard forms, and letters.
- Keeps inspection and plan records for assigned buildings.
- Performs related duties as required.

After one year of employment as a City of Fresno Fire Prevention Inspector I, incumbents are expected to successfully attain their California State Fire Training Fire Inspector I Certificate and progress to the journey level of the class series as a Fire Prevention Inspector II (salary range $5,447 - $6,557). Fire Prevention Inspector II incumbents perform job duties with a minimum of supervision. These classes differ from Senior Fire Prevention Inspector in that incumbents in the latter provide lead direction to lower-level staff and are assigned the more advanced and complex duties.

Current vacancies exist in the Fire Department. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two (2) years at the City's discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months.

HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
SHORT TERM DISABILITY: Provided through California SDI program.
BILINGUAL PREMIUM: PAY: $100 per month
HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax free.
RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

The Requirements

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list.

OPTION 1:
Completion of sixty (60) semester units from an accredited college or university.

Applicants MUST ATTACH A COPY OF TRANSCRIPTS for education verification (instructions below on how to attach documents). Applications lacking the attachment may be rejected, if relying upon education to meet the Minimum Requirements.

OPTION 2:
Two (2) years of paid experience performing inspections for a fire department, code enforcement department and/or building department within a government agency.

NOTE: An applicant may provide a combination of experience and/or education equivalent to the minimum requirements listed above. Six (6) months of experience equals fifteen (15) semester units.

Possession of a valid California Driver's License is required at time of appointment and must be maintained for the entire term of employment in the job class. Candidates considered for hire must provide proof of a valid driver's license and a copy of a current driving record.

Eligible candidates certified for consideration must successfully complete the Fire Marshal's interview, an extensive background investigation including a polygraph test, and a Department of Justice fingerprint process prior to employment with the City of Fresno.

Selection Process

The examination process may consist of the following:

WRITTEN EXAMINATION (50%): Applicants that meet the minimum qualifications may be invited to attend a mandatory orientation to be held the day of the Written Exam, immediately prior to the proctoring of the test. The orientation will entail an overview of the Fresno Fire Department, the recruitment process, the background investigation process, and the duties of a Fire Prevention Inspector.

A job-related written examination will be administered which may test a candidate's knowledge of reading comprehension, vocabulary and English usage, arithmetic, ability to apply and interpret codes and regulations, general software applications/computer usage, AND ability to apply judgment/interpersonal skills with those contacted during the course of work.

The written examination has been tentatively scheduled for the week of September 23, 2024.

Of those candidates who pass the written examination, a limited number of the top scoring candidates will be invited to the next phase of the testing process which is the Oral Examination.

ORAL EXAMINATION (50%) - A panel of subject matter experts will conduct a job related Oral Examination to assess a candidate's knowledge of communication skills; conflict resolution principles; customer service concepts; business software applications; develop and maintain effective working relationships; multi-task and prioritize or other topics related to a candidate's training, experience and qualifications for the position of Fire Prevention Inspector I. Candidates must achieve a passing score to qualify for the eligible list.

The Oral Examination is tentatively scheduled for the week of October 7, 2024.

Passing scores of both the written and oral examination will be combined and used to determine your final score and placement on the eligible list.

The City reserves the right to amend any phase of the examination process should there be a limited number of successful candidates. Should such amendment be exercised, a candidate's final score and placement on the eligible list would be based upon the completed examination phase(s).

Veteran Preference Regulations

Qualified veterans who pass the examination may obtain five (5) additional points.
Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.
