EMERGENCY MEDICAL SERVICES (EMS)

El Dorado County is dedicated to providing high-quality pre-hospital emergency care to residents and visitors. Through rigorous oversight, strategic planning, and continuous monitoring, the EMS Agency strives to create a versatile and accessible emergency medical services system that prioritizes optimal patient-centered care.

Ambulance Billing is a crucial function of EMS, managing the financial aspects of ambulance services provided in the county. EMS handles current accounts, oversees the billing process, and ensures that fees for ambulance services are collected efficiently. Rates for ambulance services are set by the El Dorado County Board of Supervisors and are reviewed periodically to reflect current standards. Medicare reimbursements are handled according to eligibility criteria, and additional support is available for patients dealing with Medicare issues. EMS also coordinates collections for overdue accounts and facilitates records requests related to ambulance services, ensuring a comprehensive and transparent billing process for all users of emergency medical services.

THE OPPORTUNITY

Under general supervision, performs paraprofessional, technical, and/or specialized medical billing work requiring advanced knowledge of insurance and program requirements and medical billing codes; audits medical bills and payments; maintains complex and detailed records utilizing an electronic medical records system; and performs related duties as assigned.

The selected candidate will have the opportunity to:
  • Perform routine to specialized medical billing support.
  • Provide direction, training, and work review of field personnel documentation for billing purposes.
  • Interpret medical billing laws and regulations; advises internal staff.
  • Identify discrepancies and reviews source documents to identify errors or omissions; reviews, corrects and submits, or resubmits claims to insurers.
  • Review payment information for changes in reimbursement rates; notifies internal staff of rate changes.
  • Review fee schedules for accuracy and recommends updates.
  • Review correspondence, notices, policies, and procedures from payors.
  • Identify changes in eligibility requirements, policies, and procedures; notifies internal staff.
  • Establish procedures for billing new services, programs, and/or insurers.
  • Process medical billing claims; code diagnostic information and services; enter and retrieve billing information in specialized billing and/or medical records systems; review input for accuracy and compliance with insurance and program requirements.
  • Provide operational assistance of complex and specialized departmental computer applications to users of the medical billing record system; instruct others in use of department-specific software; perform minor troubleshooting of system problems; confers with system vendor to resolve specialized application problems.
  • Retrieve data from the medical billing record system and assists department staff in the development of reports.
  • Answer inquiries, provide information, and resolve complaints from clients, emergency medical transport providers, insurance companies, base hospitals, government agencies, and others.
  • May communicate with collection vendor regarding unpaid billings; provides patients with information regarding the collections process.
  • May process subpoenas and other requests for client records.

THE IDEAL CANDIDATE

Emergency Medical Services is looking for a dedicated professional with at least three years of full-time experience in medical billing and coding, including familiarity with private insurance, Medi-Cal/Medicare, and VA programs. This individual excels at interpreting complex ambulance billing and/or medical billing codes, such as ICD-10 and CPT, and has a proven track record of resolving billing discrepancies, ensuring accuracy, and maintaining detailed electronic medical records. Strong analytical skills and working independently with minimal supervision are essential.

In addition to technical expertise, the ideal candidate demonstrates excellent communication and customer service skills and can effectively interact with internal staff, emergency medical transport providers, insurance companies, and other public and private representatives. They are adept at using specialized ambulance billing and/or medical billing software and committed to continuous improvement, consistently seeking ways to enhance billing processes and maximize revenue. A Certified Coding Specialist certificate is highly desirable, as is the ability to quickly adapt to changing legislation and organizational needs.

Education and Experience:

Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying.

Equivalent to graduation from high school;

AND

Three (3) years of experience processing and interpreting medical billing and coding.

Licenses and Certifications:

  • Possession of, or ability to obtain and maintain, a valid California or Nevada Driver's License and a satisfactory driving record.
  • Possession of a Certified Coding Specialist certificate issued by the American Health Information Management Association is highly desirable.

In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
