SOCIAL SERVICES, CHILD WELFARE
The Health and Human Services Agency’s Social Services Division strives to improve the quality of life for the residents of El Dorado County. They help residents meet basic needs and ultimately become self-sufficient by offering the following services: CalFresh, CalWORKs, General Assistance and employment services. Social Services also provides both Adult and Children’s protective services. Child Protective Services helps to identify, treat and reduce child abuse and neglect, and to ensure reasonable efforts are made to protect and maintain children in their homes.

THE OPPORTUNITY
Coordinate and direct the day-to-day operations of information technology systems within an assigned department; work with management to determine departmental specific technology needs; work collaboratively with the Information Technology Department and third party vendors in the acquisition, design, development, and implementation of department systems; and perform related duties as assigned.

The selected candidate will have the opportunity to:
  • Coordinate and direct the day-to-day operations of information technology systems within an assigned department.
  • Serves as the focal point for systems development within the assigned department; works with management to identify and plan departmental technology needs.
  • Serves as first or second level responder to department staff technology issues; troubleshoot hardware and software to resolve and/or refers to Information Technology Department or external vendors.
  • Collaborate with the Information Technology Department and vendors to design, develop, and implement new or modified department technology, or Countywide technology which impacts department operations; coordinate department resources for large projects.
  • Interpret County, state, and federal regulations to determine impact on assigned system functions; works with the Information Technology Department and others to develop system modifications to ensure compliance with regulations.
  • Review and evaluate hardware and software options for departmental purchase and use; recommend selection of systems and assist with installation.
  • Participate in the development of policies and procedures with regard to department system operations; monitor staff work to ensure compliance with same.
  • Design and develop new standard and web-based applications, or modifies existing applications; tasks include, but are not limited to, business logic, database design, programming, and impact analysis; prepares end user documentation; coordinates development and implementation tasks with impacted departments; performs ongoing application update and maintenance tasks.
  • Perform system administration functions such as setting user permissions, and adding and removing users; updates security provisions; and database and application maintenance/updates.
  • Schedule, prepare for, and deliver training sessions for staff on specialized applications; provide refresher trainings for current users on the impact of any new or upgraded systems.
  • Serve as the department expert in developing, modifying, and producing standard and ad-hoc reports from specialized systems; receive requests for report generation; identify and manages required data within the system; runs reports and identifies/resolves error statements; extracts data and exports to prescribed formats for functional and operational purposes; create and maintain departmental electronic forms and form macros.

Ideal Candidate Statement
This IT Department Coordinator position will support Child Welfare Services (CWS) in the Health and Human Services Agency. CWS has responsibility for the safety, well-being and permanency of children in our community who are victims of abuse, neglect, and/or exploitation. This position will support the day-to-day operations of the Child Welfare Services/Case Management System (CWS/CMS) and ensuring that all CWS staff are able to access technology to complete their jobs efficiently and effectively. Additionally, this position will work collaboratively with County IT, State partners, vendors, and other departments. Staff in this position will be exposed to confidential, and sensitive information relating to children and families. An ideal candidate will be flexible and adaptable to meet the ever-changing needs of staff, and the fast-paced child welfare environment.

Courses from non-accredited institutions will not be evaluated for this requirement.

Education and Experience:
Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying.

Equivalent to a bachelor's degree from an accredited four-year college or university with major coursework in information technology management, computer science, public or business administration, or a related field, and three (3) years of increasingly responsible experience providing professional-level support to an information technology program.

Licenses and Certifications:

  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment and a satisfactory driving record.
