Position Description

Provide investigative data and analysis support to several operational units of the MPD, utilizing a variety of software, and act as a liaison to aide in investigations and gather information for dealing with identified issues.

The Intelligence Analyst position is a civilian position within the Minneapolis Police Department's (MPD) Strategic Information Center (SIC). The SIC primarily operates on a day shift from 7:00 AM to 5:00 PM, including weekends and holidays.

Work Location - This position currently works on-site only.

The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

  • Obtain and analyze data, utilizing numerous software, including GIS, PowerPoint, and PIMS, NCIC, and/or PIMS., CLEAR, SSS, MNCIS, APS, etc. to create reports regarding crimes, victims, suspects, and suspect location.
  • Generate and deliver reports and presentations, flow charts, maps, link analysis and other products to communicate the information to investigators and other MPD staff.
  • Search a variety of social networking sites and/or build social networking sites (UC) to locate information that is useful to the MPD, analyze and assemble the information for dissemination to MPD staff, and to other jurisdictions when appropriate.
  • Plot telephone activity to determine size and location of criminal individuals and groups.
  • Manage and maintain data for high profile investigations.
  • Foster relationships with local & inter-agencies to share information, and act as a liaison and collaborate with staff from the MPD and other law enforce/court system agencies including individuals from the City Attorney's Office, Hennepin County Attorney's Office, Hennepin CountyProbation, as required to aide in investigations and gather information for dealing with identified issues.
  • Assist and support the Gang Enforcement Team, Weapons Investigators, Community Response Team, and assist with weapons and gang- based initiatives.
  • Act as a liaison with the business community and various organizations: government, non-profit, for-profit, social services agencies, etc.; as well as with the public for specified police activities.
  • Represent the Unit or Precinct and Minneapolis Police Department in various projects.
  • Provide support for the Chief of Police, Inspectors, Commanders, and Lieutenants on criminal intelligence policy and procedure, and related matters.
  • Work with the School Resource Officers program to assist with juvenile matters.
  • Create and maintain training documents for employees.
  • Create DVDs suitable for evidence in court.
  • Prepare gang documentation evidence statements for officers and investigators to submit to court.
  • Use the NIBIN database to create link analysis to connect guns to crimes.
  • Maintain and document gang involvement on individuals.
  • Monitor MPD cameras during live incidents as well as review camera footage for past incidents.
  • Perform tactical intelligence analyst duties at large-scale or special events such as the Super Bowl, All- Star game or Final Four, with other local and federal partners as well as provide key intelligence to the Chief of Police and Incident Commanders.

MINIMUM EDUCATION
Bachelor's Degree in Crime Analysis or equivalent

Two years of related experience

SELECTION PROCESS
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. BACKGROUND CHECK
The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.

DRUG AND ALCOHOL TESTING
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

ELIGIBLE LIST STATEMENT
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

INTERVIEW SELECTION

  • Prior experience in data analysis desirable
  • Good verbal and written communication skills, and the ability to interact with and act a liaison with other organizations, including law enforcement, and the court system, etc.
  • Ability to learn quickly and apply information to various situations.
  • Knowledge of and ability to use modern software tools to analyze and organize information
  • Good analytical skills and the ability to evaluate evolving information and organize and transmit information to those with a need to know efficiently.
  • Ability to present information orally and in writing to colleagues and peer groups.
  • Ability to work in tea environment work in a team environment.
  • Strong computer and technology skills helpful.
  • Familiarity with data privacy laws.
