Office of the City Administrator, Sustainability, Resilience, and Neighborhood Services Divisions

The City Administrator oversees the day-to-day operations of all City departments to ensure the goals and policy directives of the Mayor and City Council are implemented. Key components of that work include efforts to make our neighborhoods more resilient through support of the City’s many Neighborhood Councils, coordinating interdepartmental and interagency initiatives, and the implementation of the City’s Equitable Climate Action Plan. The City’s Sustainability and Resilience Division consisting of 5 full-time professional staff, and 20 Climate Action Fellows is charged with implementing the City’s Equitable Climate Action Plan. This team supports a $28 million CA Transformative Climate Communities grant that builds on long standing community-based work in East Oakland and actively pursues multiple other grant opportunities for the City to both reduce its impact on Climate Change and to ensure its neighborhoods are more resilient to the effects of Climate Change.

We are looking for someone who is:

  • Well versed in how Oakland City government functions and has a track record as an effective problem-solver.
  • Extremely knowledgeable about climate change with multiple years of experience in addressing it from within a municipal government.
  • Skilled at report writing and developing policy recommendations based on learnings and data from experience in the field.
  • Comfortable interacting with Elected Officials and Policy leaders on a local, regional, and global stage regarding Sustainability and Resilience.
  • Well-versed in and committed to the implementation of equity principles, analysis and practices.

What you will typically be responsible for:

  • Guiding the implementation of the City’s Equitable Climate Action Plan across all departments.
  • Supervising the City’s Sustainability Team, including professional staff and a compliment of Climate Corps Fellows.
  • Representing the City on the Sustainability Directors Network, the 100 Resilient Cities Network, and other regional and national bodies dedicated to mitigating the effects of climate change.
  • Preparing and presenting reports to the City Council and Mayor on progress of the ECAP.
  • Identifying and securing state and federal grant funding to support and expand the City’s Sustainability efforts.

Minimum Requirements for Application

The following qualifications are guidelines, as the appointing authority has broad discretion in filling positions in this classification.

Minimum Qualifications

Education: A Bachelor's degree from an accredited college or university in public or business administration or other relevant degree for particular project assignment.
A Master's degree is desirable.

Experience: Two (2) years of experience comparable to a Project Manager II with the City of Oakland.

License or Certificate / Other Requirements: Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

Desirable Qualifications

  • Understanding of Oakland’s history, policies, and communities
  • Experience working with Oakland community-based organizations (CBOs), neighborhood groups, or citizen oversight bodies (Boards or Commissions)
  • Experience with grant writing, submission, and management
  • A background in Strategic Planning
  • Experience in implementing sustainability measures within a City Department such as Public Works or Transportation.


Supplemental Information

This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules, per Charter Section 902 .
