Under general direction, the Fiscal & Personnel Manager uses operational decision making in the direction and coordination of support operations including the department's budget, personnel, and contracting function; plans, organizes, manages, and directs the review and implementation of department projects; functions as the liaison for the department with other City departments, and performs related duties as assigned.

We are looking for someone who is:
  • Analytical and data driven. You will oversee OPD’s budget of over $375 million.
  • Organized and detail orientated. Due to the complex workload, you will need to be detailed and possess strong organizational skills.
  • An excellent and strong communicator. You will be conveying fiscal and human resources information to a variety of stakeholders; therefore, excellent and strong communication skills are crucial.
  • Professional. You will be interacting with elected officials and various department heads and managers.

What you will typically be responsible for:
  • Managing a complex budget composed of federal, state, and local revenues, ensuring compliance with the associated regulations and managing annual audits.
  • Overseeing the development of OPD fiscal procedures and policies.
  • Preparing and/or reviewing analytical reports prepared for the City Administrator, City Council or commissions concerning agency affairs.

Minimum Requirements for Application

The following qualifications are guidelines, as the appointing authority has broad discretion in filling positions in this classification.

Education:
A certificate of completion of a paralegal program or a degree from a postsecondary Bachelor’s degree from an accredited college or university in public or business administration, accounting, or related field. A Master’s degree is desirable

Experience:
Three (3) years of experience performing progressively responsible and complex administrative and managerial duties including two years of supervisory experience.

  • Deferred Compensation - 457(b) pre-tax plan and an after-tax ROTH 401(k)plan
