Deschutes County Health Services supports over 400 staff in Behavioral and Public Health programs working to promote and protect the health and safety of the community in a broad variety of community-based settings.

ABOUT THE JOB:
As Language Access Program Analyst, you will guide the Health Services department to ensure we provide high-quality and equitable services to clients and the community with diverse language needs. You will collaborate with leadership, the department’s Diversity, Equity, and Inclusion Committee, and the Diversity, Equity, and Inclusion Strategist to plan and manage the department’s Language Access Services Program. You will research best practices, work on projects, provide training and education, and direct the work of department staff who support Language Access.
Key Responsibilities:
  • Manages, plans, develops, implements, administers, coordinates, and oversees/monitors assigned projects and programs including department-wide provision of language access services in alignment with regulatory requirements and best practices; exercises independent judgment within defined guidelines.
  • Assists in determining budget and resource needs; oversees Language Access budget and contract administration; may assist with grant applications and/or grant oversight.
  • Evaluates County programs and operations and develops recommendations and implementation plans to integrate quality language access supports.
What You Will Bring:
Knowledge of or experience with:
  • Applicable state and national standards, rules, codes, and regulations for area of assignment.
  • Principles and techniques for project management and organizational development.
  • Customer service techniques for dealing with clients, in person and over the telephone.
Skill in:
  • Strong proficiency in English and another language (Spanish preferred), interpreting, and translating.
  • Analyzing administrative and operational data and issues, interpreting policies and regulations, evaluating alternatives, and recommending changes based on findings.
  • Recognizing diverse cultural needs and preferences and advocating for solutions.

Compensation

$6,774.40 to $9,078.37 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This union represented position is available immediately.

Minimum Qualifications

  • Associate’s degree in related field;
  • AND three (3) years of related experience in language access programs, including interpreting and translating one or more foreign languages within a healthcare setting;
  • OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.
Preferred Qualifications :
  • Qualified/Registered Healthcare Interpreter in the state of Oregon, or comparable qualification/certification from another location.
  • Project management skills/experience.
  • Interpreting/translation experience specific to the healthcare field.


Necessary Special Requirements

Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

Must have dependable transportation and be able and willing to drive throughout Deschutes County in sometimes adverse weather conditions.

Possession of or ability to obtain Certified Healthcare or Medical Interpreter (CHI/CMI) English-Spanish within two years of hire.
