Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, candidates must meet the open?competitive minimum qualifications for this position. The qualifications are:

Either 1. four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;

Or 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.

*For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.

*NY HELPS Qualifications:
For the duration of the NY HELPS Program, this title maybe filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

REASSIGNMENT QUALIFICATIONS:
You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Park Supervisor 2, SG-14.

ELIGIBLE LIST APPOINTMENT:
Currently reachable on the Park Supervisor 2 eligible list.

Duties Description

DUTIES AND RESPONSIBILITIES:
Under the supervision of the Park Manager 1, duties of this Park Supervisor 2 include but are not limited to:
• Acting as a working supervisor responsible for identifying, planning, coordinating, and overseeing the maintenance and operations activities of the historic sites, including grounds care, construction, and repair of buildings, historic structures, park features, and landscaped zones at Clermont and Olana State Historic Sites.
• Developing and implementing preventative maintenance programs, reviewing maintenance requests, and assessing materials, equipment, and labor requirements; Preparing project cost estimates and timelines
• Performing a variety of administrative duties including preparing documentation such as requisitions for purchasing materials and supplies; monitoring inventory and requisitions for materials, tools, equipment, and supplies; coordinating temporary maintenance work for special events and issuing special permits; and preparing various reports including attendance, personnel, and work progress reports.
• Working collaboratively with others including staff and outside entities, such as contractors when conducting site visits and reporting results, friends groups when holding meetings, staff when conducting meetings to plan work projects, and other agencies when working collaboratively.
• Instructing staff in work techniques, use of equipment, and safety precautions and requirements, including Occupational Safety and Health Administration (OSHA) requirements.
• Operating vehicles and other power equipment utilized in the maintenance and repair of the park, including but not limited to, trucks, chain saws, bobcats, jack hammers, and tractors.

OPERATING NEEDS:
• The selected candidate must be willing and able to work holiday, weekend, and evening shifts as required.
• Position may require working in inclement weather.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
