Position Description

The Environmental Inspector I is a professional-level program representative in the enforcement of environmental ordinances of the City of Minneapolis and applicable State and Federal statutes. This position conducts routine stormwater management inspections to determine site compliance under the City Ordinance, Chapter 54, as well as providing stormwater field inspection services to other programs and teams, such as compliance monitoring of Storm Water Pollution Prevention Plans (SWPPP) of City facilities, illicit discharge detection and elimination investigations and Dry Weather Field Screening; investigate stormwater code violations, and stormwater practices outfall inspections. Inspectors will receive formal and on-the-job training in techniques and procedures essential to conducting stormwater management inspections, understanding BMP operation and maintenance, and enforcement activities.

Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

  • Conduct routine field inspections to determine site compliance with the requirements of the Chapter 54 stormwater management ordinance. Learn how to use our paper inspection form as well as our digital version in ESRI’s Field Maps app.
  • Issue compliance orders and assist the Program Manager with issuing citations using ELMS.
  • Prepare and present inspection reports using Adobe Acrobat, Revu BlueBeam, and utilize data analysis tools like Microsoft Power BI.
  • Use engineering plans to understand site-specific stormwater infrastructure and functionality of BMPs (raingardens, wet ponds, underground structures, etc.)
  • Review and approve Post-Construction Stormwater Reports for newly developed properties captured by Chapter 54.
  • Maintain, develop, and manage various databases in SmartSheet and other software.
  • Use ArcGIS Pro, Hennepin County Property Map, and other programs to inform your work and to create maps with relevant information.
  • Respond to Stakeholders for site-visits regarding issues with stormwater management BMPs.
  • Cross-train in the Stormwater Utility to learn the process for drainage billing and to understand the Stormwater Credit Program using EnQuesta, ArcGIS Pro, and other programs.
  • Represent the Surface Waters and Sewers - Regulatory Department in public meetings, public relations, media relations, and in communications with elected officials, and other stakeholders.
  • Assist the Project Manager with program enhancement projects.
  • Assist colleagues in the Regulatory group with other projects, and provide inspection services to satisfy requirements of other programs.
  • Perform other related duties as assigned.
Working Conditions: Combination office, field, and remote.Schedule flexibility is occasionally required (weekend/evening meetings or emergencies). At any time of the day and under any weather conditions, perform site inspections, respond to stakeholders, manage data and prepare reports. Inspections can occur outdoors, in a workshop, in a factory, on a construction site, near heavy equipment, in junk yards, on a railroad corridor, abandoned buildings, etc. Exposure to noise, dirt, difficult terrain, etc.

Required Qualifications

Education:
Bachelor's Degree in Environmental, Engineering, Natural, Earth, Physical, Life, or Medical science or a related field.

Experience:
No experience required, unless applicant does not have a Bachelor’s Degree. Then equivalent combination of work experience and 2-year education will count. Years of experience performing inspector work is a plus, but not required.

Equivalency:
In place of a Bachelor’s Degree, applicant may have an Associates degree and two years of relevant experience, or no degree and four years of relevant experience. Relevant experience includes environmental inspections, regulatory enforcement, watershed management, construction/trades, customer service, or similar trades.

Licenses/Certifications:
Valid Driver's License

Desirable Qualifications -- Language
Bilingual skills in Spanish, Somali, Amharic, Oromo, Hmong, Vietnamese and/or Lao.

Desirable Qualifications -- Cultural competency
Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100.00 It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70.00 on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Knowledge, Skills and Abilities

  • Incumbents will receive formal and on-the-job training in techniques and procedures essential to conducting various stormwater management inspections, reporting, and enforcement activities.
  • Knowledge of stormwater management practices, BMPs, and experience reading engineering plans is beneficial
  • Fluency in or familiarity with Spanish, Somali, Hmong, Laotian, Vietnamese, Chinese , Oromo or Amharic is highly desirable.
  • Experience in or familiarity with code enforcement with preference for experience in environmental or health code enforcement desirable.
  • Able to work effectively with a wide range of people from diverse backgrounds
  • Good interpersonal oral and written communications skills.
  • Working knowledge of computers, software and applications.
  • Ability to learn to interpret applicable codes, ordinances and regulations relevant to the specific work area.
  • Knowledge of or ability to learn regulatory administration and enforcement desirable.
  • Knowledge of or ability to learn City, State and Federal Laws relating to the environment.
  • Good organizational, time management and analytical skills.
  • Ability to interpret site plans and specifications.
